초록
As North Korea has dispatched its forces to support Russia in its war with Ukraine, North Korea–Russia ties have significantly intensified. Ties between these two countries are inherently illegal in the sense that their behavior under harsh sanctions broke international rules. Despite this illegality, what brought them together? The logic behind their ties can be traced to an outgoing strategy to seize the geopolitical moment. As geopolitical convergence is at play in the New Cold War and a coalition of like-minded states is strategically advantageous, the Russia–North Korea push to seize the geopolitical moment is at the forefront, officially initiated by the 2024 Comprehensive Strategic Partnership Treaty. Thus, this new alliance is the outcome of both structural changes and strategic developments. In fact, North Korea–Russia ties have negative ripple effects on security and stability in three domains: international, regional, and the Korean Peninsula. As a result, growing ties between these two autocracies have made the League of Democracy more cohesive in their attempt to offset their illegal behavior and preserve the rules-based order. Meanwhile, as the second Trump administration hurries to change the diplomatic and security formula from a value-based one to a transactional one, the ways in which international politics will be changed and swayed remains to be seen. Meanwhile, this point serves as a source of concern, particularly because Trump has continued to seek ties between the U.S. and Russia, while slowly distancing himself from Ukraine and Europe. This paper contributes to academic evolution, particularly on the new concept of geopolitics defined as geopolitical convergence. In addition, it sheds some light on policies related to the K-defense industry, diplomacy, and security.
