출소자 재범방지를 위한 갱생보호사업의 실태와 발전방향

Abstract

According to the Statistics Korea's study, people in Korea think that a crime is the biggest factor that threatens the social safety. The yearly average of criminal cases occurred for the recent five years is 1,890,000, approximately 2,130,000 were arrested per year. For reducing criminal problems, above all, preventing re-offending is required . It is reported that about the half of convicted offenders had previous criminal records in 2011. Most importantly, the effective rehabilitation activities have to be practiced for the released prisoners to prevent their re-offending. Korea has about 70 years of history of rehabilitation activities, but still has problems to be solved. First, current rehabilitation activities are focused, mainly on material assistances. Secondly, present rehabilitation activities are related very much to the released offenders while their families are ignored in spite of the families' importance for successful rehabilitation. Thirdly, there are strong social prejudice against the released prisoners in the society. This study show that the released prisoners need urgently relationship restoration in various dimensions. First of all, they need to restore their relationship with themselves. Second, they should rebuild their relationships with their spouse, children, parents, and others in their family. Third, they are in need of restoring their relationships at work places, schools, and with friends. These recommendations and directions are considered to get keen interest and enough concern for advanced rehabilitation practice. In addition other suggestions and thoughts for fostering rehabilitation activities are provided in the study.
