Abstract

In the process of establishing and promoting public policies, the interests of various stakeholders such as national organizations, local governments, and local residents have clashed, and conflicts have intensified, causing social and economic losses. The same is true for public conflicts regarding the relocation and construction of correctional facilities. As a result, public conflicts over the relocation and new construction of correctional facilities, which are essential facilities for our society but are not preferred facilities, have not been reduced. If such public conflicts are not equipped with a system to resolve them voluntarily and rationally, even if one of the parties is a government agency, conflict resolution will be delayed and social costs will be excessive. Therefore, as the examples of other foreign countries suggest, it is necessary to minimize conflicts through dialogue and compromise based on trust with local residents by securing procedural fairness and transparency from the stage of establishing and implementing public policies. In 2020, the government submitted the “Conflict Management Act” to the National Assembly, and it is expected that this bill will be enacted in the future, as procedural fairness and transparency will be secured from the stage of establishing and implementing public policies, and trust with local residents will be more secure. In addition, in order to raise public awareness of correctional facilities, which are non-preferred facilities, it is necessary to consider and introduce various local coexistence measures, such as strengthening community-friendly awareness-raising activities, building community-friendly correctional facilities, and providing objective information on correctional facilities.
