본 연구는 교정시설의 종교위원 제도의 효과성 및 전업직 교종의 도입 시 도입방식과 효과성 등에 대한 교도관들의 의견조사를 통한 양적 연구를 통해 분석함으로써 보다 나은 종교교정정책의 방향을 제시할 목적으로 서술하였다. 이를 위해 먼저 교종(矯 宗: prison chaplain)의 개념과 종류를 서술한 다음에 종교위원의 실태와 문제점과한계를 서술하고 그 대안으로 전업직 교종의 필요성에 대한 선행연구들의 내용을 서술하였다. 그러나 선행연구들은 교종제도의 도입에 대한 계량화된 연구방법이 부족한한계가 있다. 따라서 종교위원 제도와 전업직 교종의 도입방식 및 교화개선의 효과에대하여 이해관계자인 교도관들의 인구사회학적 특성을 중심으로 의견조사를 양적 통계방법을 통하여 효과성을 검토하였다. 분석결과 교종제도 도입 시 일반적 특성에 따른 교화개선의 효과는 채용방법, 도입방식 등에서 유의미한 결과가 나왔으며 교종제도 도입 시 교화의 효과에 미치는 영향요인의 검증에서는 직급, 재정부담, 채용방식등에 따라 차이가 났으며 현행 제도의 유지보다는 전업직 교종제도의 도입 시 효과가 큰 것으로 나타났다. 다만 본 연구는 관료들만을 대상으로 하여 관료이익을 본질로 하는 관료사회학적 관점이 강한 점과 제한된 표본수로 인하여 연구의 한계가 있다. 따라서 표본수의 확대와 종교계와 수용자 등 또 다른 이해관계자들을 대상으로 보다 일반화된 후속 연구를 통하여 바람직한 전업직 교종의 도입의 필요성과 도입방식 등에 대한 균형적인 담론의 형성과 종교교화 관련 정책의 도입이 필요함을 서술하였다.
Abstract
This study was described with the aim of presenting a better direction for religious correction policy through quantitative research through surveys of prison officers' opinions on the introduction method and the effectiveness of the religious committee system and the introduction method of full time prison chaplain when it is introduced. I first described the concept and types of it and then the limitations of the prison religious committee system and described existing studies on the necessity of full time prison chaplain as an alternative. But, existing studies have limitations in that there is a lack of quantified methods for the introduction of the full time prison chaplin system. Therefore,I reviewed its effectiveness regarding the introduction method of the full time chaplain system and the effect of improving of it and prison religious committee through quantitative statistical methods focusing on the demographic and sociological characteristics of prison guards who are stakeholders in the effect of improvement. As a result of the analysis, the correction effect according to the characteristics showed significant results in the recruitment method of fulltime prison chaplain, etc and when the full time prison chaplain system is introduced,in the verification of the influencing factors on the effect of correction, there were differences depending on the position, financial burden, and recruitment method and it was found that the introduction of the full-time teaching system was more effective than maintaining the system. This study has limitations in that it has a strong bureaucratic and sociological perspective since it's only for limited correctional bureaucrat. Therefore, I described the need to form discourse about necessity and method of introduction of desirable full time prison chaplain system in prison,etc and introduce religious correction -related policies throughout the expansion of the number of samples and targeting other stakeholders such as the religious community, inmates through a more generalized follow-up study of them.
