조건부 수급자의 근로능력판정기준 개발 및 가중치 분석

이 연구의 목적은 조건부 수급자 중 근로능력을 가진 사람을 체계적이고 객관적으로 판정하기 위한 기준을 개발하고 그 가중치를 산정하는데 있다. 이를 위해 문헌분석을 통해 기존 판정 기준의 문제점을 파악하고, 새롭게 추가될 필요가 있는 기준들을 확인하였다. 그리고 새로운 판정 기준에 대해 현장 전문가들의 의견과 선행 연구를 수행한 전문가들의 의견을 수렴하여 최종 판정 기준을 확정하였다. 이와 같이 확정된 판정 기준에 대해 노동부와 보건복지부 자활사업 전문가 33명을 대상으로 계층화분석법(AHP: Analytic Hierarchy Process)을 적용하여 각 기준들에 대한 가중치를 산정하였다. 연구 결과 근로능력 판정을 목적으로 제시된 기존 판정 기준들에서 그 항목과 점수 부여 방식 그리고 각 항목을 측정하기 위한 방식 등에 문제점이 있는 것으로 나타났다. 이러한 문제점을 해결하기 위한 새로운 근로능력판정기준을 마련하기 위해 조건부 수급자의 취업에 영향을 미칠 수 있는 요인들을 종합적으로 검토하여 다음과 같이 새로운 판정기준을 설정하였다. 새롭게 설정된 판정 기준은 ‘구직욕구’, ‘건강상태’, ‘연령’, ‘학력’, ‘직업이력’의 5개 항목으로 구성되었으며, 이 중 ‘연령’, ‘학력’, 직업이력‘은 하위 세부 기준을 함께 제시하였다. 그리고 새로운 판정 기준에 대해 노동부와 보건복지부 자활사업 전문가들을 대상으로 각 기준에 대한 가중치를 산정하였다. 가중치는 계층화 분석법을 적용하여 산정하였으며, 가중치 분석 결과 5개의 판정기준에 대한 전체 집단의 가중치는 ‘구직 욕구’(0.395) ‘건강 상태’(0.273), ‘직업이력’(0.162), ‘연령’(0.103), '학력'(0.068)의 순으로 나타났다. 끝으로 이러한 근로능력판정기준별 점수를 토대로 최종적인 근로능력판정기준과 배점, 측정내용을 제시 하였다. 새로운 근로능력판정기준의 총점 점수 구성은 계량화 점수 80점과 질적 판단 점수 20점으로 구성되었으며, 판정을 위한 총점에는 영향을 미치지는 않지만 판정 대상자를 이해하기 위한 기초 정보인 부가 정보 항목을 함께 제시하였다.
Abstract
The purpose of this study was to develop the criteria for the determining the workability of the conditional beneficiaries. Through the literature review, the problems of the old criteria were grasped thoroughly, and then the new criteria were developed to make up the problems. The final criteria were set up after the critical review from the researchers and the practitioners related to this issues. The weight value for each criterion was calculated by the AHP(Analytic Hierarchy Process) method sampling the practitioners who work at the Ministry of Labor or the Ministry of Health and Welfare. As a result, it was found that the old criteria have had problems about the selection of items, the systems of scoring, and measuring the each item. The new criteria for the workability determination were derived from the comprehensive review about the factors which affect the employment of the conditional recipients. The new criteria(weight value) included ‘need for job(0.395)’, ‘state of health(0.273)’, ‘age(0.103)’, ‘education level(0.068)’, and ‘working history(0.162)’, and the specific criteria for the scoring the third latter were provided together. In conclusion, the final criteria for the workability determination, the scores for each criterion, and the index of measuring were presented. The total scores of the new criteria divided into 80 points resulted from the quantitative scoring systems and 20 points resulted from the qualitative scoring systems. And the supplementary information on the client, which was not calculated to determine the workability, was provided together.
