장애인보조기구의 수리 서비스 현황과 전달체계 개선방안

연구목적: 본 연구는 국내 장애인보조기구 관련 서비스 기관 및 업체를 대상으로 현재 수행하고 있는 수리 서비스 현황 파악 및 분석을 통해 보조기구센터 중심의 효과적인 전달체계 방안을 제시하고자 한다. 연구방법: 연구기간은 2013년 10월 1일부터 31일까지 이루어졌다. 설문조사에 참여한 기관의 유형은 보조기구센터, 장애인복지관, 장애인자립생활센터, 지자체 지정 수리업체, 장애인 관련 협회 및 단체 등으로 회수된 79부의 설문 결과를 분석하였다. 연구결과: 첫째, 국내 보조기구 관련 서비스를 제공하는 기관 중 수리사업을 실시(67.1%)하고 있는 기관이 많았으며, 그중에서 장애인자립생활센터가 많은 것으로 파악되었다. 현재 수행 인력의 수는 1명(54.7%)이 가장 높은 것으로 파악되었으며, 효과적인 수리 서비스 수행을 위해서는 2명(38.5%), 3명(30.8%)이 필요한 것으로 응답하였다. 둘째, 수리 기관에서 수리에 필요한 기간은 3일 이내 소요(37.1%)가 가장 높게 나타났다. 다수의 기관들이 수리에 소요되는 비용을 지자체와 연계하여 보조금을 재원으로 활용하고 있었으며, 전문적인 기술 부재를 해결하기 위해 전문 수리업체와 연계한 수리체계를 주로 이루고 있었다. 셋째, 이상적인 수행절차로는 중앙정부에서 지원하고 있는 보조기구센터 중심의 수리 전달체계(58.6%)가 가장 적절한 방법으로 파악되었다. 결론: 국내 보조기구 수리 서비스의 질적인 제고를 위해 중앙정부에서 설치하고 있는 보조기구센터를 전문기관으로 지자체와 수리기관의 연계가 점차적으로 확대할 필요가 있으며 다양한 사후관리 프로그램 개발 수행과 원스탑 서비스를 통해 서비스 기간 단축이 필요하다.
Abstract
Purpose: This study is to propose an effective delivery system plan of repairs service on assistive technology center, through investigation on assistive technology service agencies and companies perform present condition of repairs service. Method: During October, 2013, the assistive technology centers, community welfare centers for disabled, independent living centers for disabled, designated repair companies from local government and the association of people with disabilities were participated in the survey. It was analyzed results collected seventy-nine questionnaires. Results: The results of this study were summarized as follows. First, the institutions that were carried out repairs service(67.1%), and independent living centers accounted for most of the repair services. Now, the services typically involved 1 people(54.7%), in order to perform effective repair service responded to require 2(38.5%) or 3(30.8%) people. Second, In the period of time required to repair service was the highest demands within three days(37.1%). The number of organizations received the cost of repair from local government, and associated with a professional repair company to enhance the professional skills. Third, the ideal procedure to repair perform was been identified repair delivery system(58.7%) on assistive technology center that are supported by the central government. Conclusion: In order to provide an improvement repair service, the association local governments and repair agencies need to be gradually expanded on assistive technology center in the central government. And establishment of repair service center authority responsible for one-stop service, management, supervision, and cost adjustment is suggested.
