대학 창업담당자들이 인식하는 창업지원 현황과 개선방안에 관한 연구

본 연구는 창업담당자의 관점을 통해 대학 내 창업지원 현황을 살펴보고 구체적으로 대학의 여건과 상황에 따라 창업 관련 정책이 실제로 어떤 효과를 보이고 정책수요자에게 어느 정도 영향을 미치는지 확인하였다. 나아가 대학을 중심으로 한 창업정책이 실효성을 거두기 위한 방안을 제언하였다. 본 연구의 목적을 달성하기 위하여 대학 내 창업지원 업무 담당자 7명과 개별사례 인터뷰를 실시하였다. 연구 목적은 다음과 같았다. 첫째, 대학 내 창업지원의 구체적인 내용은 무엇인가? 둘째, 대학 내 창업지원 업무를 담당하면서 경험하는 어려움은 무엇인가? 셋째, 교내 창업지원 역할을 강화하기 위하여 개선되어야 할 점은 무엇인가? 연구 결과 대학 내 창업지원은 대상별로 다소 차이는 있었지만, 환경적 지원, 금전적 지원, 제도적(학사유연화, 창업안식년 등) 지원으로 나타났다. 다만 이러한 지원은 주로 학생과 교원을 중심으로 이루어지는 것으로 나타났다. 대학들은 창업지원정책을 운영함에 있어서는 단기적인 성과에 치중하였고 창업지원 부처 간 상이한 기준으로 창업지원에 어려움을 겪는 것으로 나타났다. 일부 대학의 경우, 창업지원정책을 운영함에 있어 자체 예산에 대한 투자와 정부지원에 대한 대응자금을 부담스러워 했다. 그럼에도 불구하고 대학 내 창업지원이 활성화되기 위해서는 창업이라는 특성을 고려한 지원체계가 마련되어야 함과 동시에 창업 인력의 전문성이 확보되어야 하며, 무엇보다 장기적인 관점에서 창업정책이 수립되어야 한다고 보았다.
Abstract
The purpose of this study was to find the current state of start-up support in universities through the recognition of the employees in charge of start-up at university and to identify the effects of start-up policies on policy customers according to the conditions and circumstances of universities. Furthermore, this study proposes a plan to make effective start-up policy based on the outcomes. In order to achieve the purpose of this study, a qualitative case study was conducted on 7 people who are in charge of start-up support programs in different universities. The research questions for the study were as follows. First, what are the specific contents of the start-up support in the university? Second, what are the difficulties experienced being in charge of the start-up support in the university? Third, what should be improved to strengthen the role of university in terms of start-up support? The results of the study showed that the start-up policy mainly supported enrolled students and professors, while graduates and local communities were our of its range. When the employees of the start-up support division operate the start-up policy, they experience difficulties due to the short-term nature of the policy and the gap among different standards between the government departments that support the start-up policy. Some universities have been burdened with investment in their own budgets and responding funds for government support in operating start-up support policies. Nevertheless, in order for the start-up support in the university to be activated, the support system considering the true characteristics of start-up support should be established, and the expertise of the start-up support division’s manpower should be secured, and above all, the start-up policy should be established from a long-term perspective.
