한국은 오래도록 근대화를 부국강병을 성취하기 위한 국가 주도 전략으로 여겨왔다. 해방 후 남한에서 이 같은 근대화의 도구적 비전은 산업화와 경제성장를 민족의 주요 목표이자 의무로 여기는 발전민족주의의 형태를 띠게 된다. 이는 박정희 군사정권이 추진한 ‘조국 근대화’를 위한 발전 정책들에서 가장 현저하게 드러났다. 박 정권의 정책들은 종종 강한 저항에 직면했지만, 그 저변에 깔려 있던 발전민족주의의 기본 논리는 효과적으로 도전받지 못했으며 권위주의적 통치를 반대했던 일부 저항세력에 의해서도 공유되었다. 몇 안 되는 예외 중 하나는 진보적 성향의 개신교 지식인과 활동가들이었다. 도시 빈곤을 비롯하여 급속한 산업화가 야기한 부정적 파급효과에 문제를 느낀 이들은 근대화와 발전에 관한 지배적 관점에 의문을 품기 시작했고 그 대안으로 ‘인간화’ 혹은 ‘인간적 발전’을 주장하고 나섰다. 이 과정에서 중요했던 것은 세계교회협의회(WCC)를 비롯한 해외 에큐메니칼 조직과의 협력과 교류를 통해 발전에 관한 다양한 비판적 시각에 노출되는 기회를 갖게 되었다는 점이었다. ‘인간화’와 ‘인간적 발전’ 담론은 그 영향력은 제한적이었지만 근대화와 발전에 대한 한국의 주류적 접근을 비판적으로 성찰할 수 있는 유용한 지적 자원을 제공했다는 점에서 나름의 의미를 지닌 것이었다.
Abstract
Korea has long conceived modernization as a state-led strategy of achieving a rich nation and strong army. In postcolonial South Korea, such instrumental vision of modernization was incorporated into a form of developmental nationalism that viewed industrialization and economic growth as the main goal and obligation of the nation. This was manifested most strongly in the development policies for ‘modernization of the fatherland’ pursued by the Park Chung Hee’s military regime. While these policies often met stiff resistance, the underlying logic of developmental nationalism was not effectively challenged and was shared even by some of those dissident groups who opposed Park’s autocratic rule. One of the few exceptions was a group of progressive Protestant intellectuals and activists. Disillusioned by the negative consequences of South Korea’s rapid industrialization－including urban poverty－they began to question dominant conceptions of modernization and development and advocate “humanization” or “human development” as an alternative. Important in this unfolding was their encounters with international ecumenical organizations such as the World Council of Churches (WCC), through which they were exposed to a range of critical perspectives on development. While the discourses of humanization and human development had limited influence, they nevertheless provided useful intellectual resources for critical reflection on South Korea’s mainstream approach to modernization and development.
