국민연금제도는 현재 상이한 두 문제에 직면해 있다. 중장기적으로는 기금의 재정건전성이 우려되지만 단기적으로는 적립기금의 빠른 성장이 문제가 되고 있다. 본 고는 향후 국민연금 기금이 자본시장에서 차지할 시장 지배력을 추정하고 그로 인해 자본시장 및 거시경제에 야기될 수 있는 파급효과를 분석한다. 또한 국민연금의 최적 자산배분 비율을 평가하기 위해 가구별 자산배분 미시자료 및 자금순환 자료를 이용해 “시장중립적 자산배분 비율”을 추정한다. 이와 함께 본 고는 국민연금의 자산배분이 거시경제 미치는 부작용을 최소화하기 위해 국민연금의 소득비례부분을 확정기여형으로 바꾸고, 그 부분에 대해서개인들이 자산운용 비율을 자율적으로 선택하는 방향으로 제도 개선을 제안하고 있다.
Abstract
The National Pension Fund (NPF) in Korea is currently facing two different problems. In the long run, financial sustainability of the system is in doubt. In the short-run, however, the rapid accumulation of reserves makes the NPF a super-dominant investor in domestic capital markets, and it makes harder for NPF to find appropriate investment opportunities in Korea. This paper estimates the monopoly power of the NPF in domestic capital market for the next ten years and analyzes its macroeconomic implications. Policy recommendations for minimizing negative macroeconomic impacts of the NPF's portfolio allocation are also proposed.
