본 연구는 전력수요관리의 효과를 추정하는 방법을 제시하고 제시된 방법에 의해서 추정된 전력수요관리 효과를 바탕으로 정책적 시사점을 논의하고 있다. 전력수요관리효과에 대한 추정은 합리적인 전력공급계획을 수립하는 데에 필수적인 과제임에도 불구하고 그 동안의 연구가 전무한 상황이었다. 본 연구는 수요관리의 효과를 측정할 수 없는 은닉된 상태변수로 설정하고 상태공간모형을 이용하여 수요관리효과를 추정하였다. 상태공간모형에서 수요관리효과를 식별하여 추정하기 위해서 정부의 수요관리정책과 각종 전력수요에 영향을 미치는 거시경제변수들을 이용하였다. 추정된 수요관리효과는 정부가 발표한 수요관리효과와는 다르게 추세적으로 작아지는 모습을 보이고 있다. 따라서 향후 수요관리정책 수행시 철저한 평가를 통해 정책효과를 극대화하기 위한 지속적인 프로그램 개선노력이 필요하다.
Abstract
This paper suggests an estimating method for electricity demand management effects, and discusses the policy implication based on the estimated effects. The estimation of demand management effects is essential for forecasting peak load, because the peak load forecast is used for planning the future supply capacity. The state space modelling technique is very helpful for extracting an unobserved effect from the observed data with the theoretical relationship. The paper also provides a couple of models and compares the empirical results of the models. The empirical results turn out to be relatively stable across the different models. The effects become relatively smaller, so the government should address the issue of increasing the effectiveness of the demand management policy based on the evaluation.
