독일 도르트문트시의 지역혁신체제 : 첨단산업단지 중소기업 지원기관을 사례로

초록

독일의 루르 지역은 석탄과 철강 산업의 중심지로 독일이 부흥하는데 중요한 역할을 하였다. 도르트문트시는 루르지역의 한 중심도시로, 1970년대 초까지 급격한 성장을 계속하였다. 그러나 그 후부터 탈산업화 과정을 겪으면서 실업문제와 환경오염 등으로 도시의 사회, 경제적 여건이 열악해지는 상황에 직면하게 되었다. 도로트문트시는 이러한 문제를 타개하기 위해 1985년부터 도르트문트 대학에 창업보육센타와 과학기술연구공원을 조성하는 등, 산업구조의 고도화를 위해 적극적으로 노력하였다. 본 연구는 도르트문트시가 추진한 이러한 경제구조 개편정책을 지역혁신이란 맥락에서 분석하고자 하는 바, 1970년대 이후 일어난 도시경제 구조에 있어서의 전반적인 변화를 분석하고, 과학기술연구공원에 입주한 기술집약적 중소기업과 각종 기업지원 혁신주체를 대상으로 면담조사를 실시하였고, 또 32개의 업체를 대상으로 설문조사를 실시하였다. 이러한 조사에 근거하여 본 연구는 도르트문트가 효과적인 지역혁신체제를 구축하긴 하였지만 아직 실리콘밸리나 제3의 이탈리아와 같은 수준의 혁신환경을 조성하는 수준에는 달하지 못하였다고 주장한다.

Abstract

A core industrial city of Germany, Dortmund, has gone through a serious de- industrialization process since 1960s. It lost more than 50,000 jobs from the two major industries of coal mining and iron and steel manufacturing during the period between the mid-1970s and the early 1990s. To promote new industries by providing new industrial spaces and technological and managerial assistance, Dortmund created a technology park and competence centers. Some dedicated entrepreneurs and scientists organized business organizations to create innovative milieu from which firms of the technology park. This paper reviews the roles of assisting organizations and their effectiveness to conclude Dortmund successfully established an effective mechanism of regional innovation. The city, however, yet to want to see innovative milieu, to the levels that have been shown by Silicon Valley and the Third Italy.
