이 연구의 목적은 산업구조의 다양성 변화가 지역의 고용창출 및 지역경쟁력강화와 어떤 관계가 있는지를 실증분석하고 정책적 시사점을 도출하는 데 있다. 충남지역의 전산업을 1차·2차·3차 산업으로 구분하여 분석한 결과, 대체로 전 산업에서 기존의 특화산업 육성정책을 통한 고용창출과 지역경쟁력 강화에 대한 전략적 추진은 정책적 타당성이 나타났다. 그러나 산업마다 처해있는 위험과 안정성에 대한 높고 낮음의 격차가 크고, 내외부적 환경의 변화가 큰상황에서 특히 1차 및 3차산업에 대해서는 세밀한 분석과 신속한 정책적 처방이 필요하다. 이상의 분석 결과를 통한 정책적 제안은 다음과 같다. 첫째, 효율성 차원의 지역산업 정책은 급변하는 시장 환경과 세계화 추세에서 지역산업 추진의 복합적이고 종합적인 성격을 고려하여 지역경제발전과 관련된 부문별 정책인 산업정책, 기술정책, 지역개발정책 수단들을 동시에 추진할 필요가 있다. 둘째, 형평성 차원의 지역정책은 지역 간 격차 해소를 추진하되 지역정책과 부문별정책을 지역적 특성에 맞게 조합함으로써 균형적이고 건강한 지역발전을 목표로 지역발전과 국가발전을 유도할 필요가 있다.
Abstract
The aim of this article is to analyze the relationship between the change of the diversity of theindustrial structure, and regional employmentability and the intensification of regional competitiveness,and consequently, is to present policy implications. As a result of the analysis of the whole industry suchas the primary, secondary and tertiary industry in Chungnam Province, the existing strategic implementationon the employmentability and regional competitiveness throughout the policy on the existingspecialized industries can be regarded as appropriate. However, under the condition that danger and stabilityin each industry are fluctuated and the internal and external circumstances are varied, the detailedanalysis and rapid policy prescription on the primary and tertiary industry are required. Along with theseresults, policy implications are as follows; Firstly, in terms of effectiveness, regional policy are simultaneouslyconducted along with industrial, technological and regional development’s policies while considering complex and comprehensive characteristics of the regional industry and rapid changing the globalmarket conditions. Secondly, with respect to equity, regional policy is needed to implement by reducingthe socio-economic gap across regions and mixing regional and sectoral policies along with regional andlocal uniqueness.
