외환위기 이후 대도시지역간 실업의 차이와 그 역동성: 사회적 배제의 구조화에 대한 함의

본 연구는 우리나라 광역대도시 노동시장에서 2000년 이후 실업과 노동시장 수요구조변화의 역동성 그리고 그것이 갖는 사회적 배제에 대한 함의를 고찰하였다. 사회적 배제에 커다란 함의를 가진 실업에 대한 연구는 경제적 변동에 따른 기술 및 소득분극화와 함께 그에 관련된 사회적 배제의 문제를 고려함에 있어 주요한 영역이다. 즉, 기술 분극화에 따라 경제활동으로부터 배제된 사람들은 실업으로 나아가게 되며, 결국 경제적 빈곤과 사회적 배제로 귀결하기 때문이다. 우리나라 대도시의 실업률의 지역구조는 2000년 이후 실업률과 지역차가 감소하다가 2005년 이후 실업의 지역차는 증가하고 있는 것이 특징이다. 광역대도시 노동시장의 구조변동은 도시의 규모, 제조업 및 서비스업의 상대적 비중 등에 의해 영향 을 받으며, 취업자의 증가는 생산량과 생산성 모두에 의해 영향을 받는 것으로 나타났다. 아울러 취업자의 증가와 경제의 서비스화는 대도시 실업수준과 관련되어 있다. 그러나 보다 중요한 점은 이러한 관계가 광역대도시별로 상당히 차별적이라는 점이고 그러한 차별성은 개별 광역대도시 노동시장의 산업구조, 취업구조 및 수요구조의 변동에 의해 규정된다.
Abstract
This study examines the unemployment and labor market demand dynamics as well astheir implication for social exclusion in the metropolitan areas of Korea since the financial crisis of1997. The unemployment research containing significant implication for social exclusion is a keyarea to be explored with the research of skill and income polarization due to structural economictransformation. Skill polarization usually results in the job loss for some people, which most likelyleads to the economic deprivation and social exclusion. The unemployment rate and its regionaldisparity began to fall since 2000, but the disparity reversed to increase after 2005. The labormarket dynamics of the metropolitan areas are turned out to be related with the size of the city andthe relative shares of both manufacturing and service sectors. In addition, the employment growthis turned out to be related with the changes of both output and productivity. It is also found that
