본 연구는 태국의 고무농업 구조와 해당 구조에서 형성된 천연고무 생산 체계를 규명하는 것을 목적으로한다. 사례 지역은 태국 남부의 끄라비 주·팡아 주·푸껫 주 일대다. 연구 결과 첫째, 고무농업의 주요 산지는 재배적지로 평가되는 남부로서, 고무농업은 이곳을 중심으로 장기간에 걸쳐 주곡농업을 대체하면서 공간적 집중화와 지역적 전문화가 진행되었다. 둘째, 태국의 고무농업은 초기부터 소농이 생산의 주체로 부상하면서 오늘날까지 소농 중심의 생산이 이루어지고 있다. 셋째, 이와 같은 고무농업의 구조는 소농이 지닌 한계로 인해 정부 기관의 적극적 지원을 수반하며 대규모 플랜테이션과 달리 농장 외부의 다양한 행위자가 참여하는 생산 체계를 형성하고 있다. 특히 정부 지원과 계층화된 중간상인의 역할에서 플랜테이션과 차별화가 두드러진다. 반면 노동자 운용에서는 유사성도 발견되었다.
Abstract
This study aims to identify the structure of rubber farming in Thailand and the production system of natural rubber derived from this structure. The regions observed for the purpose of the study are Krabi, Phang Nga and Phuket provinces in southern Thailand. The study reveals three key findings. First, rubber farming in Thailand takes place mainly in the country’s southern regions that are often considered suitable for cultivation. The southern part of the country has been the primary center of rubber farming, which has led to spatial concentration and regional specialization, and rubber farming has replaced staple grain farming over a prolonged period. Second, from early on, small-scale farmers have played a dominant role in the production of natural rubber, accounting for a significant portion of Thailand’s natural rubber production to this day. Third, rubber farming in Thailand requires proactive support from government agencies due to the limitations of these small-scale farmers. Moreover, in contrast to large-scale plantations, a variety of participants outside the farm are involved in the production of natural rubber. Distinctions from plantations were particularly evident in terms of government support and the role of hierarchical middlemen, while some similarities were found in the management of workers.
