21세기 세계화의 흐름 속에서 기업의 사회적 책임(CSR)에 관한 사회적 요구의 목소리는 높아졌다. CSR이 점차 광범위한 어젠다로 자리잡아가면서 모든 조직에서 다루어야 할 주제가 되었지만 국내 CSR에 대한 활동은 일부 대기업에 제한되어 있다. 공공기관의 경우에는 영리 목적의 민간기업과 달리 공공복리 증진 또는 독과점 억제가 목적이기 때문에 민간 기업보다 높은 수준의 사회적 책임이 요구된다. 그러나 국내 공공기관의 CSR 수준은 아직 미흡한 수준이다. 본 사례연구에서는 한국가스안전공사의 CSR 수준을 Reidenbach and Robin(1991)의 윤리적 발달단계에 맞추어 살펴봄으로써 국내 공공기관의 윤리경영 수준을 가늠해보고 향후 공공기관들의 CSR활동 계획에 어떤 점이필요할 지를 제안하고자 하였다. 공공기관으로서 책임감과 사회적 자성의 필요성을 느끼기 시작하여 2003년 윤리경영을 도입한 한국가스안전공사는 윤리경영의 선도적인 위치에 있는 공공기관이다. 현재한국가스안전공사의 CSR 수준은 4단계 ‘윤리관 태동단계’로 최종 5단계인 윤리 선진단계로의 진입을 위해 아직 더 많은 노력을 기울여야 할 것으로 보이지만 한국가스안전공사의 윤리경영은 공공기관의 윤리경영을 한 단계 높은 수준으로 발전시키는데 모범적사례가 될 수 있다. 5단계로 진입하기 위해 한국가스안전공사는 CSR의 조직문화로의정착, 그리고 조직구성원들의 효과적인 체득을 위한 프로그램들을 구상하고 있다. 또한한국가스안전공사의 경우 많은 협업기관 및 지역사회와 연계된 사업을 하는 상황을 고려하여 CSR 가치를 다양한 이해관계자들과 공동성장이라는 커뮤니티 지향적 CSR을 모색해야 할 것이다.
Abstract
In the globalization of the 21st century, it increased the voice of social needs related to corporate social responsibility(CSR). CSR is the topic as gradually broad agenda, which is the need to be processed in all of the organization. However, Korean companies’ activities regarding CSR are limited to major companies. In the case of public organizations, for public welfare enhancement or suppression oligopoly, it can be obtained social responsibility higher level than the private sector. But, CSR level of domestic public organizations is still insufficient level. This case study, by using the ethical developmental stage of Reidenbach and Robin(1991), analyzed the CSR level of the Korea Gas Safety Corporation. The result of the case analysis is summarized as follows. Korea Gas Safety Corporation is a public organization in the leading position of ethical management and CSR level is 4 stage “Emerging ethical”. For to enter 5 stage “Ethical”, Korea Gas Safety Corporation is planning settlement of the organizational culture of CSR and envisions a program for the effective experience of organizational members. In addition, in the case of the Korea Gas Safety Corporation, which the business in cooperation with a number of collaboration institutions and local communities, has to seek a community-oriented CSR.
