이 연구의 목적은 첫째, 사회통합을 주요 목적으로 하는 유럽연합의 청소년정책을 분석하고, 둘째, 한국사회에서의 사회통합 방안을 위한 청소년정책의 방향을 제시하는데 있다. 이를 위하여 유럽의 사회통합의 의미와 배경, 유럽연합 차원의 사회통합을 위한 청소년정책과 프로그램, 유럽 청소년의 현황과 당면과제가 연구내용으로 논의되었다. 연구내용을 바탕으로 한국이 향후 청소년정책을 개발함에 있어 얻을 수 있는 시사점을 도출하고자 하였다. 한국도 다문화주의의 팽창과 사회양극화의 심화로 사회통합에 대한 논의가 절실한 상황이며 이를 위해 유럽연합처럼 청소년을 사회통합의 중요한 파트너로 인식할 필요가 있다. 결론으로 한국사회도 다문화주의의 확산과 사회적 양극화로 인한 한국적 사회통합의 필요성, 사회통합의 관점에서 청소년정책의 수립, 청소년정책 실현을 위한 중장기적 프로그램 개발, 시민교육 확대를 통한 사회통합, 가치중립적 사회통합 지표 개발을 제시하였다.
Abstract
The aims of the research were firstly to analyse youth policies in Europe which play key roles in social integration and to suggest how youth policies can contribute social integration in Korean context. With those aims the concept of social integration and social cohesion, the background of European integration, youth policies, challenges of youth and programmes for social integration in European Union were discussed. This study found that the increase of multiculturalism in Korea can causes conflict and social exclusion. Social integration and cohesion need to be focused in policy making and implementing. Youth policies can contribute youth development as well as social integration and young people are crucial partners for social cohesion. Finally this study suggests ; the need of social integration in Korea, development of youth policies for social integration, implementation of long-term youth programmes for social integration, citizenship education as social integration education and the development of indicators for social integration with equity and mutual respects.
