유럽연합의 기업가정신 함양교육 분석

이 연구는 유럽연합이 청소년대상의 기업가정신 교육을 강화하게 된 배경과 주요 국가별로 청소년들을 대상으로 하는 기업가정신 함양과 실제 창업을 지원하기 위한 전략분석과 시사점 도출을 목적으로 하였다. 이를 위해 연구의 내용에는 첫째, 유럽의 기업가정신 함양교육의 배경이 된 오슬로 아젠다 내용 분석과, 둘째 , 유럽연합 회원국의 기업가정신 함양교육의 실제 파악, 마지막으로 한국에 기업가정신 함양교육을 위해 필요한 것은 무엇인가에 대한 논의가 포함되었다. 향후 한국에서 청소년대상의 기업가정신 함양교육의 활성화를 위하여 제시하는 결론은 다음과 같다. 첫째, 기업가정신 함양교육은, 개인의 진로나 경제역량에만 치중할 것이 아니라 국가적, 혹은 더 넓게는 지역적인 관점에서 다루어져야 한다. 둘째, 기업가정신 함양교육을 위해서는 개인과 기업뿐만 아니라 사회적, 국가적 시스템이 마련되어야 한다. 셋째, 기업의 대상과 지역을 전 세계로 확장하고 이를 위해 정부 간 협력체계구축과 전담사무국이나 기구의 설치가 선행되어야 한다. 넷째, 기업가정신 함양교육은 유럽과 한국에서 화두가 되고 있는 사회통합의 중요한 대안이 될 수 있다. 다섯째, 기업가정신 함양교육과 정책은 민과 관의 주도와 협력 하에 수립되고 실시되어야 한다. 마지막으로 기업가정신 함양교육은, 모든 아동과 청소년에게 학교교육이나, 혹은 청소년활동을 통해서 실시되어야 한다.
Abstract
This paper examines the backgrounds and strategies for promotion of entrepreneurship education among young people in EU. Osler Agenda has been analysed as a cornerstone of entrepreneurship education. Also this research tried to find how the entrepreneurship education has been delivered in practice. Then, important factors of entrepreneurship education in Korean context was discussed. The outcomes of this papers are as follows. First, there is the need for the expansion of the concept of entrepreneurship education. Secondly, there should be a national support system for entrepreneurship education. Thirdly, entrepreneurship education should be dealt with other countries and regions. Fourth, entrepreneurship education can play a key role in social cohesion. Fifthly, entrepreneurship education and the policy have to be set up between public and business network. Finally, entrepreneurship education can play better roles when it is provided from the early school age and has to be delivered through both formal education and non-formal education.
