초록

This study confirms how the modern 'expertise' occurred in East Asia in the late 19th century. In particular, the development of 'expertise' related to submarine cable network and its development process were reviewed. This study confirmed the process in which Japan is subordinated to the Great Northen Telegraph Company, an monopolistic submarine cable company in the Western powers that entered East Asia. In 1882, Japan applies what they have experienced to Busan Korea. And confirmed the process by which Japan expanded its proprietary telegraph network, meteorological observation network, and japanese-language telegram, while being subordinate to the international telecommunication monopoly of the Western powers. As a result, this study confirm the process of imperialization in the state where Japan, which has not yet established monopolistic capital before the Sino-Japanese War, is subordinated to the imperialism of the Western powers. Modern 'expertise' such as the international telegraph network can be seen not only as a mere knowledge but also as a basis or practice for social change, especially the development of the modern nation-state and imperialism.
