제주도의 농업환경은 도서지역의 자연환경에 지역주민들이 적극적으로 대응해 온 결과 지역마다 다양한 모습을 보인다. 본고에서는 제주도 한경면 고산리의 사례를 통해 제주도 서부지역 농업환경의 변화를 살펴보는데 주력하였다. 고산리는 지질적 요인으로 인하여 제주도에서는 특이하게도 무장전 경지를 볼 수 있는 대표적인 지역이다. 고산리는 1975~76년에 시행된 경지정리사업을 통해 장방형의 경지조성이 이루어졌고, 주민들은 그에 따라 농기계의 도입, 관정과 고가배수지의 축조, 농업용수로의 조성 등 지역적으로 열악한 농업환경을 스스로 극복해 왔다. 최근, 고산리 주민들은 상품작물의 특성을 고려한 선택적 작물생산체제, 방풍림과 방풍 돌담, 비닐하우스의 도입 등 이전에는 볼 수 없었던 농업경영 방식을 도입함으로써 열악한 자연환경을 최소화하는데 주력하고 있다. 결론적으로 고산리에는 강한 바람과 적은 강수량이라는 기후적 제약조건을 극복하는데 필요한 농업경영 방식이 정착되고 있으며 더불어 그에 따른 다양한 농업경관 요소들이 출현하고 있다.
Abstract
As a result of active responses by local residents against the natural environments of the island, the agricultural environments of Jeju Island show different aspects in different areas. This study focused on examining the changes in the agricultural environments of western Jeju Island through the case of Kosan-Ri in Hangyeong-Myeon, Jeju Island. Kosan-Ri is a typical area in Jeju Island where unusually we can see farmlands without a brick wall due to its geological conditions. Rectangular farmlands were developed in Kosan-Ri through the land consolidation project carried out between 1975 and 1976, and local residents overcame their poor agricultural environments by themselves by introducing agricultural machinery, establishing tube wells and elevated water tanks, and constructing agricultural irrigation canals accordingly. Recently, Kosan-Ri residents are focusing on minimizing their poor natural environments by introducing new agricultural management methods such as the introduction of the selective crop production system, windbreak and brick walls against the wind and vinyl greenhouses. In conclusion, the specific agricultural management method required for overcoming climatic constraint conditions such as strong wind and low precipitation are being established in Kosan-Ri, and also various agricultural landscape elements are being appeared together.
