접경지역 발전을 위한 국가중요농업유산 도입 연구 -강원도 철원군을 사례로-

본 연구는 접경지역 중 철원군의 발전을 위해 철원평야를 중심으로 국가중요농업유산으로서의 도입을 위한기초연구를 수행하였다. 이를 위해 농업유산, 농업유산 제도, 국가중요농업유산의 지정 절차와 기준, 현황에 대해 분석하였다. 국가중요농업유산의 도입을 위한 세부기준 항목으로는 역사와 연속성, 농업생산 및 생활유지, 농업기술, 농업문화, 경관형성, 생물다양성 보전 및 증진, 주민참여 및 협력 등 7개 항목이 있다. 이를 바탕으로 철원평야에 적용하였다. 국가중요농업유산으로 지정되면 정부의 예산지원, 세계중요농업유산 등제 신청 기반 마련, 브랜드 가치의 제고 등의 효과를 얻게 되며, 지역 활성화를 위한 기반이 마련될 수 있다. 향후 지자체와 주민협의체를 중심으로 국가중요농업유산 지정을 위한 기초자료로서 활용될 수 있을 것이다.
Abstract
This study conducted basic research for the adoption of Cheorwon Plain as Korea’s Important Agricultural Heritage System for the development of Cheorwon-gun in the border regions. For this purpose, the current status, designation procedures, and designation criteria of agricultural heritage, agricultural heritage systems, and Korea’s Important Agricultural Heritage were analyzed. There are seven detailed standard items for the adoption of Korea’s Important Agricultural Heritage : history and continuity, agricultural production and living maintenance, agricultural technology, agricultural culture, landscape formation, biodiversity conservation and promotion, resident’s participation and cooperation. Based on this, it was applied to the Cheorwon Plain. If it is designated as Korea’s Important Agricultural Heritage System, it will have the effects of supporting the government’s budget, laying the foundation for applying for the World Important Agricultural Heritage System, and enhancing brand value. And through this, it can be the basis for regional revitalization. This study could be used as a basic data for the designation of Korea’s Important Agricultural Heritage, centering on local governments and residents’ councils.
