이 연구의 목적은 참여정부 출범이후 본격적으로 진행된 정부 주도형 산학연 협력 사업에 대한 문제점을 분석하고, 그에 따른 정책적 개선방안을 도출하는 데 있다. 정부 주도형 지역 산학연 협력의 문제점은 다음과 같다. 첫째, 정부 주도형 산학연 협력사업은 한국의 구조적 제약점인 3대 양극화(기업 ·지역 간·대학 간 양극화) 속에서 진행된다는 점이다. 둘째, 산학연 주체 간 산학연 협력에 대한 상당한 시각 차이가 존재하고 있어서 이는 (중소기업) 산학연 협력사업 추진의 애로요인으로 작용한다는 점이다. 셋째, 산학연관 각각의 주체의 역량 간 부정합이 존재한다는 점이다. 이에 대한 개선 방향으로는, 첫째, 우리나라 산학연 협력사업의 개선을 위해 가장 먼저 선행되어야 할 점은 산학연 협력사업의 사전·중간·사후평가의 기능을 강화하는 것이다. 둘째, 기업의 유형별·성장단계별 맞춤형 산학연협력 방법의 창출이 필요하다. 셋째, 산학연 협력의 활성화를 위해 대학·기업·연구소의 제도 개선이 필요하다. 넷째, 기술개발-기술이전·지도-기업지원서비스 간 연계를 확대시킬 필요가 있다. 마지막으로, 일본의 이와테 대학교의 산학연 협력처럼 사회자본 확충이 필요하다.
Abstract
The aim of this article is to analyse problems of the government-led and region-based industry-university-research institute(I-U-R) collaboration since the participatory government(2003~2008) and to present alternatives to them. Main problems of the I-U-R collaboration are as follows; firstly, the I-U-R is conducted with structural limitation of three types of polarization(inter-firms' inter-regions' and inter-universities' polarizations). Secondly, there are differences of view points on the I-U-R of each main actors and consequently, they influence the implement of the (small and medium-sized firm's) I-U-R as problematic factors. Finally, there is a mismatch of capacity and capability of main actors for the I-U-R. Alternatives to these problems are as follows; firstly, the pre-, intermediate and ex-evaluation systems have to be intensified. Secondly, the creation of the customized I-U-R by types of firms and their growth stages are required. Thirdly, the institutional improvement at the level of university, firm and research institute is needed in order to vitalize the I-U-R. Fourthly, the linkages and networks of research and development(R&D), technology transfer and producer services have to be enlarged. Finally, the intensified social capital is required such as the I-U-R by Iwate University in Japan.
