이 논문의 목적은 서울온수산업단지를 사례로 노후산업단지 공간조성 모델 개발을 위한 재생 방향을 고찰하는 데 있다. 서울 온수산단의 재생계획은 물리적 계획의 특성이 부각된 계획으로, 현재 온수산단이 직면하고 있는시설 노후화, 상대적으로 높은 기업의 혁신 역량, 기업의 영세화 간의 딜레마를 해결하는 데 한계를 지닐 수밖에 없다. 더욱이 이와 같은 물리적 성향의 재생계획만으로는 온수산단이 지니는 공간적 이중성(산업경관의 이중성과 이원화된 행정구역)을 극복하기에는 역부족이다. 이와 같은 한계를 극복하기 위해서 노후산업단지 공간조성 모델을 기존의 물리적 환경에 국한시키지 말고, 산업단지 기업들이 지니는 기업 및 산업네트워크 특성, 토지 소유 관계, 노동시장의 특성, 기반시설의 기여도 등을 중심으로 재생계획을 재검토하는 것이 필요하다.
Abstract
The aim of this article is to explore revitalization strategies for the development of the spatial construction model of old industrial complexes taking a case study of Seoul On-Su Industrial Complex (hereafter On-Su I.C.) in Seoul. The plan of the revitalization for On-Su I.C. is a physical plan with a few considerations of industrial and social characteristics. In this sense, with this plan there are limitations to solve dilemma which formed as relationships of aged industrial facilities and physical infrastructure, relatively high innovative capacity of firms and the existence of the small business. Along with this dilemma, in the plan there is no alternative to overcome the spatial dualism in the I.C.. Therefore, to solve these limitations, it is required to reconsider relationships of characteristics of firms’ and industrial networks, labor market, physical infrastructure and land nexus and ownerships.
