Abstract
This study examines policy directions and challenges for decentralizing Ko- rea’s cultural and artistic sector, with the goal of fostering sustainable develop- ment and strengthening regional equity and autonomy in cultural policy-making. Despite the introduction of local governance, Korea’s cultural administration re- mains highly centralized, often failing to reflect the diversity and unique identi- ties of regional cultures. Regional cultural ecosystems continue to face structural vulnerabilities in infrastructure, funding, and professional capacity. Drawing on international case studies from France, Germany, Canada, and Chile, this research identifies essential components for a Korean-style decentral- ization model. Key policy recommendations include: establishing clear objec- tives and strategies; enhancing regional cultural infrastructure; promoting region- specific cultural content; expanding community participation; leveraging digital technologies; restructuring fiscal frameworks; institutionalizing the delegation of authority; strengthening the autonomy and accountability of regional cultural foundations; and building participatory governance led by local artists and plan- ners. The study underscores the necessity of institutional mechanisms that ensure the equitable redistribution of power and resources between central and local gov- ernments, while also securing meaningful participation from local communities and cultural practitioners. Moving beyond mere redistribution, the research calls for a qualitative transformation of cultural policy through decentralized models, laying the groundwork for the long-term sustainability of Korea’s cultural and artistic development.
