우리나라 노인교육의 성과와 전망

이 연구의 목적은 우리나라 노인교육이 발전해 온 35년 동안 성취한 것과 미약한 부분, 문제점을 분석하고 앞으로의 전망과 과제를 제시하고자 하였다. 지식사회에서 노인교육의 필요성은 사회적, 개인적 차원에서 볼 때 사회구성원으로서의 역할유지와 핵가족화와 가치관의 변화에 대한 적응 능력 필요, 평균수명연장으로 인한 노년기의 삶의 목표 확립, 문제해결력, 자아유지차원에서 설명될 수 있다. 노인교육의 성과부분에서 교육기관 수나 프로그램수의 양적팽창은 인정되지만 대도시에 비해 지방의 교육기관수는 상대적으로 적은 것으로 나타났다. 프로그램은 여가차원의 오락프로그램 범주를 벗어나지 못해 프로그램의 질적 성장은 부족한 편이다. 교육인적자원부의 노인교육에 대한 지원중단으로 인해 일부대학에서 이루어진 노인교육 프로그램이 많이 중단된 상태로 대학의 적극적인 개입이 이루어지지 않고 있다. 노인교육관련연구는 꾸준히 증가하고 있으며 노인교육의 효과에 대한 연구들은 노인교육의 긍정적인 결과를 증명하며 노년기 교육의 필요성을 강조하고 있다. 국가차원에서 정책이나 제도적 성과는 시도는 있었으나 실효성은 없는 것으로 판단된다. 노인교육의 문제점은 노인교육기관 명칭들의 무체계성과 무 차별성을 들 수 있고 프로그램의 부실, 노인교육정책의 부재, 대학의 외면을 지적하였다. 앞으로 노인교육의 전망은 긍정적이다. 베이비붐 세대들은 학력, 경제력, 사회 환경이 현재노인보다 훨씬 낫고 전자정보기술에도 익숙하다. 또한 노년기에 대한 긍정적인 인식이 활발한 노년기 활동을 기대하게 한다. 이를 위해 해결해야 할 과제는 현재 노인교육기관간의 체계적 단계수준 정립, 전국네트워크 형성, 대학의 중추적 역할, 기업체나 외부재단의 지원금 확보이다.
Abstract
The purpose of the study is to analyze achievement, defect and problems in older adult education during 35years and to suggest perspectives and tasks. The needs of older adult education in knowledge society could be explained in social and personal respects such as maintenance of role as society member, the change to nuclear family system, adoption of new sense of value and problem solving skills. For the achievement of older adult education the number of educational institutions are increased but the quality of program contents still stay in entertainment level not in education level. Even though Ministry of Education tried to support older adult education programs in universities to facilitate but failed. Many studies on older adult education published testified the effect of education in old ages and positive results came out. The problems faced older adult education in Korea is no systematic and no difference of education institutions. the lack of programs, no educational policy from the government and negative engagement of universities. The future of older adult education is positive since future olders(babyboomers) are quite different from olders at present with regard to higher education, better income and high ratio of uses of internet. To activate older adult education in Korea, tasks of establishing systematic level of older adult education institution, building national network of older adult education up, conducting core role of university and being supported by foundations are needed.
