학벌주의: 쟁점과 개선 대책에 관한 논의

우리 사회에서 학벌주의는 여러 가지 문제점을 유발시키고 있는 것으로 지적되어 왔지만, 이에 관한 연구는 활발히 수행되지 않았다. 학벌주의는 수평적 학력주의라는 관점에서 이 현상에 관한 연구는 중요한 의미를 지닌다. 이 같은 연구의 필요성에 기초하여 이 연구는 문헌에 나타난 우리나라의 학벌주의 현상에 대한 실태 진단과 쟁점 확인 및 논의, 그리고 이 문제의 개선을 위한 대책을 탐색해 봄을 주 목적으로 하였다. 선행 학자의 연구 결과, 시민단체의 관련 자료, 유관 기관의 관련 자료, 언론에서의 보도 자료 등을 통해 제시된 학벌주의의 실태와 문제점을 종합적으로 분석한 결과, 학벌주의는 개인의 사회 생활, 기업체의 인력 채용, 교육 제도 등에 부정적인 영향을 미치고 있는 것으로 지적되고 있다. 이러한 상황을 고려하여 이 연구에서는 ① 학벌주의는 교육제도의 문제인가, 사회 문제인가, ② 특정 학벌 소유자의 사회 요직 집중화 현상은 문제시되어야 하는가, ③ 학벌주의 개선 대책의 궁극적인 지향점은 무엇이 되어야 하는가, 그리고 ④ 학벌주의와 관련하여 무엇을, 어떻게 연구해야 하는가 등의 관점에서 그간에 제기된 쟁점을 확인하여 논의함으로써 향후 정부 차원에서 추진가능한 학벌주의 개선 대책의 바람직한 수립․운영 방향을 제안하였다. 그리고 이에 터해 학벌주의 개선 대책으로 사회적 차원에서는 ① ‘적극적 차별시정 조치’(Affirmative Action) 법제화, ② ‘지역인재 채용 장려제’의 도입 등이 필요하고, 기업체 인사관리 차원에서의 개선 대책으로는 ① 새로운 능력표준 개발과 능력평가에의 적극 활용, ② 기업체의 인사관리 제도 개선 지원, ③ ‘우수 고용 정책 운영 기업체 지원 사업’ 등을 실시할 필요가 있으며, 그리고 교육적 차원에서는 ① 기업체가 원하는 직업능력을 획득․관리할 수 있는 평생 직업교육 기회의 확대 정책 추진, ② 대학교육의 특성화를 통한 다양한 능력의 개발 지원 정책 추진 등을 적극 추진할 필요가 있음을 제언하였다. 또한 정책 개발과 실행에 관한 노력과 함께 학벌주의 개선과 관련하여 수행되어야 할 연구 과제도 제안하였다.
Abstract
Hakbul Ideology in this research is defined as an ideology that justifies discriminations in rewarding individuals based on what universities persons have graduated, rather than giving the persons economic and social benefits commensurate with his/her competences and performances. Hakbul Ideology in Korean society has caused many problems social and economic. It has had negative impact on the educational system as well, among them the increase of spending in private education, excessive competition to enter a small number of prestigious universities and consolidation of the university ranking. Making efforts to overcome hakbul ideology is expected to help reform the Korean society into a more competence-based society. This research aimed to investigate and discuss the social legitimacy of hakbul ideology from the viewpoints of individual's social life, industrial firms' employment policy, and educational situation. It also explored alternatives to overcome the problems of hakbul ideology at the governmental level. Future researches need to deal with important questions such as whether or not hakbul is a critical element to consider in assessing an individuals performance and competency. The effect of interaction between hakbul ideology and territorialism and between hakbul ideology and credentialism are also important subjects that deserve academic attention.
