지역사회 연계 협력을 위한 대학의 역할과 평생교육 프로그램 개발 및 운영

The role of universities for community-linked cooperation and the development and operation of lifelong education programs

초록

서울은 대부분의 지자체가 대학과 연계하여 평생교육 프로그램을 운영하고 있으나, 지역마다의 편차가 큰 편이다. 특히 서울 동북 4구(강북구, 노원구, 도봉구, 성북구)는 16개의 대학이 소재하고 있으며 캠퍼스타운 설립 등의 공동 사업과 개발을 위해 노력하는 지역이다. 이에 대학 평생교육의 바람직한 상태를 파악하고자 문헌조사, 실태조사, 포커스 집단인터뷰(FGI)를 병행하였다. 연구를 통해 대학의 평생교육 프로그램 운영 실태와 요구를 파악하고, 지역사회 평생교육 연계 협력을 위한 대학의 역할을 도출하였다. 동북4구 대학의 평생교육 프로그램 운영 실태 조사 결과, 강북구 1개, 노원구 7개, 도봉구 1개, 성북구 7개로 총 16개의 대학이 있으며 운영되는 평생교육 프로그램 수는 총 525개였다. 대학 평생교육 프로그램 운영 영역은 문화예술교육과 직업능력향상교육이 대다수를 차지하고 있었다. 동북4구 대학 평생교육 프로그램은 1개월~3개월 미만, 주1회에 평일 시간대에 운영하고 있었다. 평생교육 프로그램별 학습자 부담 월평균 교육비용은 1~3만원 미만이 가장 높으나 10만원이상도 42.9%를 차지하였다. 지역사회 평생교육 관계자 FGI 결과, 동북4구 평생교육을 위한 강사 등 인력 지원 필요, 시민의 역량 강화 등 지역의 문제를 평생학습으로 해결, 정보역량 강화를 위한 평생교육 지원 필요, 대학의 학과 특성과 재학생 특기를 살린 평생교육 강좌 및 기관 연계 실습, 학과 연계 나눔 및 자원봉사 활동 등이 필요, 대학과 평생교육기관이 공동으로 기획하고 협력·운영해야 한다는 요구를 도출하였다. 본 연구결과를 토대로 대학의 평생교육 프로그램 개발에 필요한 영역과 지역사회 평생교육의 주도적 역할 방향을 제언하였다.

Abstract

In Seoul, most local governments operate lifelong education programs in connection with universities, but there is a large variation between regions. In particular, the four northeastern districts of Seoul (Gangbuk-gu, Nowon-gu, Dobong-gu, and Seongbuk-gu) are areas where 16 universities are located and strive for joint projects and development such as the establishment of a campus town. Accordingly, literature research, fact-finding, and focus group interviews(FGI) were conducted in parallel to understand the desirable state of lifelong university education. Through the study, the actual condition and needs of the university's lifelong education program operation were identified, and the role of the university for cooperation in lifelong education in the local community was derived. As a result of a survey on the operation status of lifelong education programs at universities in Northeast 4 districts, there are a total of 16 universities, with 1 in Gangbuk-gu, 7 in Nowon-gu, 1 in Dobong-gu, and 7 in Seongbuk-gu, and the total number of lifelong education programs was 525. Culture and arts education and vocational skills improvement education accounted for the majority of the lifelong education programs at universities. The lifelong education programs of universities in Northeast 4 districts were less than 1 to 3 months, and were operated during the weekday hours once a week. The average monthly education cost for learners by lifelong education program was the highest between KRW 10,000 and 30,000, but more than KRW 100,000 also accounted for 42.9%. As a result of FGI, an official of lifelong education in local communities, the need for support of human resources such as instructors for lifelong education in Northeast 4 districts, the need for lifelong education support such as strengthening citizens' capabilities, the need for lifelong education to strengthen information capabilities, lifelong education courses and institutional-linked practice utilizing the characteristics of the university's department and the specialties of current students, and the demand that universities and lifelong education institutions jointly plan, cooperate, and operate. Based on the results of this study, the areas necessary for the development of lifelong education programs at universities and the direction of the leading role of lifelong education in local communities were suggested.
