시스템 전환론의 관점에서 본 사회문제 해결형연구개발사업의 발전 방향

과학적⋅산업적 목표를 넘어 사회문제 해결이라는 사회적 목표를 내세우는 사회문제 해결형 연구개발사업이 등장하고 있다. 사회문제는 여러 이해관계가 복잡하게 얽혀있기 때문에 난제인 경우가 많다. 한 번의 사업으로 해결되지 않으며 장기적인 과정을 거치게 된다. 따라서 사회문제 해결형 연구개발사업은 대증적 접근이 아니라 문제를 근원적으로해결할 수 있는 시스템 전환 차원에서 접근해야 한다. 이 글에서는 시스템 전환의 관점에 서서 현재 진행되고 있는 사회문제 해결형 연구개발사업의 발전방향을 다룬다. 이를 위해 ‘전환실험화’라는 개념을 토대로 사회문제 해결형 연구개발사업을 전환실험으로 변화시키기 위한 방안을 검토한다. ‘전환 거버넌스 구축’, ‘전환비전 형성과 전환실험 기획’을 연구개발사업의 전환실험화를 위한 핵심 과정으로 설정하고, 현재 진행되고 있는 사회문제 해결형 연구개발사업에서 이를 효과적으로 추진하기 위한 정책방안을 살펴보았다.
Abstract
Socially-oriented R&D programs aimed at solving societal problem ratherthan scientific and industrial fruits have started recently. Societal problem is recognizedas dilemma since this problem related to various stakeholders. And this is not solvedwith single program and needed long-term process. So the perspective of socio-technicalsystem transition including technological and institutional change is needed. This papersuggests policy implication of Socially-oriented R&D programs from socio-technicalsystem transition perspective. ‘Transitioning of Socially-oriented R&D program’ is thekey concept of restructuring the program for the system transition. The establishment ofmulti-layer transition governance and the transition vision-making and transitionexperiment planning are the key process of transitioning the R&D program. This papersuggests the ways and issues of implementing this process in Socially-oriented R&Dprogram.
