Abstract
Risk include serious or irreversible damage to humans' health and to ecological health. However, there are lack of full scientific certainty in risk. Under the current regulation system, risk regulation is largely based on risk assessment. Risk assessment is a process by which scientists evaluate the potential for adverse health or environmental effects from risk. The goal of risk assessment is to provide regulatory officials with a rational basis for making decisions about managing risks in order to protect health and the environment. Uncertainty in risk assessment is inescapable. Even once we have made a determination of the level of risk by the use of risk assessment, determining the correct response is not easy. Cost-benefit analysis is a conventional prescriptive technique that seeks to inform decisions of this kind. However, there are enormous difficulties associated with monetizing the costs and benefits of risk regulation. Like this, risk assessments inevitably involve varying degrees of scientific uncertainty. While science remains a necessary element of regulatory decisions, it may be insufficient in the regulatory process. The demands for public participation in risk regulation, therefore, stems from a distrust of experts, a corresponding distrust of regulatory decision makers, and a conviction that most important risk regulations issues are not resolvable solely by reference to scientific expertise. There are several models of public participation ; the exclusionary model, the confrontational model, the adversarial model, the due consideration model, the mediation model, the advisory committee model. Some of them have become an accepted norm of administrative decision making. Administrative policy makers can choose one from among them to address the complex scientific and technical issues. Public participation is perceived as an effective means for enhancing legitimacy and transparency of the regulatory decision making.
