서울시 권리중심형 공공일자리 사업 참여장애인의 삶의 질 변화에 관한 연구- 중증, 최중증 장애인을 중심으로

우리나라의 경우 권리중심 중증장애인 맞춤형 공공일자리 사업의 핵심 용어로 사용되는 ‘권리중심형 공공일자리’는 영어의 ‘Focusing on rights-oriented public jobs’을 번안하여 아직 많이 알려지지 않은 서울시에서 시작한 사업이다, 그 후 맞춤형 중증 장애인 권리중심형 공공일자리, 권리중심형 공공일자리 등 다양한 용어로 사용되며 시작이 되어 왔다. 해당 사업 제도에 의한 개념 정의를 보면, 권리중심형 공공일자리라는 것은 유엔 장애인권리협약(UN CRPD)를 기반으로 중증 장애를 지닌 자에게 안정된 일자리 및 다양한 직무 활동으로 이것 또한 노동이다. 중증장애인에게 맞춤형 일자리라고 표현한다. 권리중심형 공공일자리 노동자의 필요 여부는 특정한 일자리 혹은 직무 활동이 아니라 사회에 배제된 중증장애인도 다양한 직무 활동을 통해 노동을 인정받을 수 있어야 한다는 것을 의미하고 있다. 2023년 장애인일자리사업 대상자를 2,000명 확대하여 총 2만 9,546명에게 지원하고, 활동 보조사 보조 등 4종의 장애인 일자리를 신규 개발하여 총 42종의 직무 유형을 지원하는 등 장애인일자리사업을 확대 시행한다고 하였다. (보건복지부, 2023. 1. 9. 조간). 장애인 일자리를 지속해 늘려가는 등 좋은 취지가 많기도 하지만 한편으로는 아직도 중증장애인 인구 현황에 비해 실제로 중증장애인이 근무할 수 있는 공공일자리의 비율은 현저히 부족한 실정이다. 그렇기에 해당 연구를 통해서 권리중심형 공공일자리로 근무하는 노동자의 고용 문제를 파악하여 고용개선 방안을 모색하고 해당 일자리를 통해서 삶의 질이 얼마나 향상이 되었는지 탐색하는 것에 의의가 있다. 향후 10년 후인 2033년에는 맞춤형 권리중심형 공공일자리를 통해 사회에서 배제되었던 중증장애인도 노동의 기회가 열려있을 것으로 예측되며, 중증장애인이 근무하는 기회의 요건은 더욱 증가가 될 것이다.
Abstract
In South Korea, the term 'Rights-Centered Public Job,' a key concept in the program for individuals with severe and profound disabilities, was derived from the English phrase 'Focusing on rights-oriented public jobs.' This program, initiated by the city of Seoul, is not yet widely recognized, but has since expanded under various terms such as Customized Public Jobs for Individuals with Severe Disabilities and Rights-Centered Public Jobs. According to the program's conceptual definition, Rights-Centered Public Jobs are tailored employment opportunities for individuals with severe disabilities based on the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD). These jobs aim to provide stable employment and diverse work activities for individuals with severe disabilities, recognizing that labor includes a wide range of tasks. The need for workers in Rights-Centered Public Jobs is not limited to specific job roles but encompasses the idea that individuals with severe disabilities should be acknowledged for their contributions to society through various work activities. In 2023, the government plans to expand the Disabled Workers Employment Program, supporting a total of 29,546 individuals with disabilities, including 2,000 new beneficiaries. The program will offer 42 different types of job roles, including activity support and assistant roles. While this expansion is commendable, the proportion of public jobs available to individuals with severe disabilities remains significantly lower than the actual population of such individuals. Therefore, this research aims to identify employment issues faced by workers in Rights-Centered Public Jobs and explore ways to improve employment conditions. It also seeks to investigate how these jobs have contributed to enhancing the quality of life of the workers. Looking ahead to 2033, it is anticipated that the opportunities for individuals with severe disabilities to participate in Customized Rights-Centered Public Jobs will continue to grow, and the criteria for employment opportunities for individuals with severe disabilities will become even more significant.
