중국은 지능화전을 미래 군사혁신 방향으로 설정하고 그 핵심으로 인간의 인지를 완전히 통제할 수 있는 권리인 제지권 또는 제뇌권을 설정했다. 중국은 인지전의 운용방식으로 뇌 읽기, 유사 뇌, 뇌 제어 및 뇌 강화 등 제뇌권을 달성하기 위한 새로운 인지전 모델을 발전시켜, 미래의 전쟁에서 감지우세, 지식우세, 심리우세 및 결심우세를 달성하고자 한다. 이러한 활동들은 정부 주도 하에 시행 중인 정책인 리서치투어리즘, 지적재산권 정책 및 법률 개정, 의료관광의 확대 정책 등과 병행하여 추진하고 있으며, 인지전을 수행할 실체인 조직의 개편 작업도 완료하는 등 국가의 제역량을 집중하여, 실행의 추동력을 확보하고 있다. 중국은 인지전을 주요 강대국간 경쟁의 최전선이자 전쟁에 영향을 미치는 핵심 지렛대로 인식한다. 이러한 인식을 바탕으로 정부 주도의 정책 추진이 성공적으로 진행될 경우, 미래 중국군의 전쟁 능력은 혁신적인 진보를 이루게 될 것이다. 이 과정에서 주요 강대국들간에 첨예한 경쟁상태가 심화되면서 앞다투어 제뇌권을 완성하게 되는 시기가 도래하면, 동북아 안보지형은 급속한 변화를 맞이할 수 있다. 이러한 맥락에서 한국에 미칠 새로운 안보위협은 다수 출현하게 될 것이다. 이에 대비하기 위한 준비를 본격적으로 추진해야 할 시기가 도래했다. 이를 위해 우선적으로 전쟁수행개념 변화 인식과 전략문서 정립이 요구된다. 또한 중국의 인지전에 대비하기 위한 전담 연구조직 구비와 연구방향을 설정하고 이를 바탕으로 대응조직 편성과 공격 및 방어전략을 수립해야 한다. 인지전이 다제학적인 전쟁수행개념이므로 한국군 교육훈련 방향도 새롭게 정립해 나가야 한다.
Abstract
China has set intelligent warfare as the direction of future military innovation and as its core, the right to completely control human cognition, the right to brain control. China aims to achieve the sensing, knowledge, psychological, and resolution advantages in future wars by developing a new cognitive warfare model to achieve brain power, such as brain reading, similar brains, brain control, and brain reinforcement as a method of operating cognitive warfare. These activities are being promoted in parallel with government-led policies China recognizes cognitive warfare as the front line of competition between major powers and a key lever affecting the warfare. If the government-led policy implementation is successful based on this recognition, the future Chinese military's warfare capabilities will make innovative progress. In this process, the security landscape in Northeast Asia could face a rapid change if the state of sharp competition among major powers intensifies and the time comes when they compete to complete their control. In this context, a number of new security threats to Korea will emerge. The time has come to promote preparations to prepare for this in earnest. To this end, it is necessary to first recognize changes in the concept of war performance and establish strategic documents. In addition, a dedicated research organization and research direction should be established to prepare for China's cognitive warfare, and a response organization, attack, and defense strategy should be established based on this. Since cognitive warfare is a multidisciplinary concept of war performance, the direction of education and training for the Korean military should also be newly established.
