초록

연구목적: 본 연구는 장애인근로자의 사회보험 배제 실태와 그 영향요인을 알아보기 위한 것이다. 연구방법: 장애인고용패널 8차 자료의 65세 이하 임금근로자 890명을 분석하였다. 독립변수로는 성별, 혼인상태, 학력 등 개인적 요인, 장애유형과 장애정도 등 장애요인, 고용지위 및 형태, 업종, 사업장규모, 임금수준 등 노동시장 요인을 투입하였다. 사회보험 배제는 고용보험 미가입으로 측정하였다. 연구결과: 기술적 분석 결과, 장애인근로자의 사회보험 배제 수준은 42.7%로 전체 노동시장 근로자에 비해 높고, 정규직, 고임금, 대기업 등 1차 노동시장에 속한 경우에도 배제 수준이 높음을 확인하였다. 로지스틱 회귀분석 결과, 개인요인과 장애요인 중에서는 혼인상태와 학력이 유의미하고, 고용지위, 업종, 사업장규모, 임금수준 등 모든 노동시장요인은 강한 영향을 미치고 있음을 알 수 있었다. 결론: 장애인근로자의 장애인 정체성과 근로자 정체성에 대한 양측면의 고려가 필요함을 논의하였다.

Abstract

Purpose: This study examines the existing state of disabled worker’s exclusion from social insurance and the related factors which affect their level of exclusion. Method: We look at 890 disabled worker’s data from the eighth wave of PSED(Panel Survey of Employment for the Disabled). The independent variables are individual factors(i.e. gender, marital state, and educational background), disability factors(i.e. impairment type and severity), and labor market factors(i.e. employment status and forms, type of industry, size of workplace, and level of wage). The exclusion from social insurance as the dependent variable is measured by ineligibility for the employment insurance and we analyze the data by binary logistic regression. Result: The exclusion level of the disabled workers is 42.7%. The significant independent variables are marital state, educational background, and every labor market factors, which include employment status, type of industry, size of workplace, level of wage and etc. The labor market factors have strong explanatory power. Conclusion: We conclude that it is necessary to consider both sides of the identities of disabled workers which are disabled people and simultaneous workers.
