국제사회의 공감 작동에 관한 이론적 탐구: 흄, 스미스의 공감이론을 중심으로

국제정치에 공감의 원리가 작동하는가. 국제정치 주요 이론들은 인간 본성을 상수 또는 변수로 국가에 투영하여 세계 현상을 분석하였다. 그러나 공감이라는 사회적 본성을 투영하고 있지는 않다. 따라서 근대 공감에 대해 천착(穿鑿)했던 흄과 스미스는 공감이 국제사회에 어떻게 작동한다고 보았는지 살펴보았다. 그 결과 흄은 제한적이지만 공감의 관계에, 스미스는 반감의 관계에 국제사회가 놓여 있다고 보았다. 흄은 국가 간의 느슨한 결속이, 스미스는 중립국들의 먼 위치와 국가의 내집단편향을 이유로 들었다. 리프킨과 핑커의 설명은 산업혁명 이후의 변화된 환경이 공감 본성이 과거와 비교해 현대 국제사회에서 더 작동하게 하고 있다는 것을 말할 수 있게 한다.
Abstract
Does the principle of empathy work in international politics? The major theories of international politics analyze international phenomena by reflecting human nature as a constant or variable to countries. However, they do not reflect the social nature of empathy. Therefore, we examined how Hume and Smith, who delved into modern empathy, viewed empathy as working in international society. As a result, Hume viewed international society as being in a relationship of empathy, albeit limited, and Smith viewed it as being in a relationship of antipathy. Hume cited the loose bonds between countries, while Smith cited the distant location of neutral countries and the in-group bias of countries as the reasons. Rifkin and Pinker's explanations allow us to say that the changed environment after the Industrial Revolution makes the nature of empathy work more in modern international society than in the past.
