일자리 미스매치와 성별 임금격차에 따른 사회적 고용정책 방안 고찰 : 대전지역 경력단절여성의 사례를 중심으로

이 연구의 목적은 대전지역 노동시장의 구조와 특성을 살펴보고 일자리 미스매치와 성별 임금격차를 분석하여 일자리창출과 지역 고용정책 수립방안을 위한 시사점을 제시하는데 있다. 대전지역의 실업률은 2013년 2.0%, 2014년 2.5%, 2015년 2.6%, 2016년 2.9%, 2017년 3.3%로 매년 증가하는 것으로 나타나 인력수급의 구조적인 불일치를 보여 왔다. 특히 금속가공제품 업종의 경우, 성별 임금격차는 월 평균임금이 439만원으로 여성 월 평균임금의 283만원보다 156만원의 격차를 보였다. 성별 임금격차의 분석결과를 보면, 결혼(MAR), 교육(EDU), 고용계약(CONTRACT), 연령(), 가구주(HOUSEHOLD), 근무기간(TERM)의 순으로 나타났다. 인적자본 요소에서 결혼(MAR)의 값이 높은 것은 경력단절여성의 경우 결혼, 출산, 보육으로 인해 일시적으로 노동시장을 떠난 후 재취업할 경우 장기근속 숙련공에 비해 임금의 차이가 높은 것으로 나타났다. 이러한 연구결과는 대전시가 향후 경력단절여성의 경력개발을 위한 일・가정의 양립을 지향할 수 있는 지속적인 사회 정책적 지원이 필요함을 시사하고 있다.
Abstract
This paper presents the structure and characteristics of local labor market in Daejeon and analyzes the mismatch and wage gap between men and women to suggest implications for job creation and regional employment policy. The unemployment rate in Daejeon was increased by 2.0% in 2013, 2.5% in 2014, 2.9% in 2016 and 3.3% in 2017, showing structural labor supply and demand discrepancies. In particular, in the case of the metal processing product industry, the average monthly wage for men is 4.39 million won and the average monthly wage for women is 2.83 million won, representing wage gap of 1.56 million won between men and women. According to the results of the gender wage gap analysis, marriage(MAR), education(EDU), employment contract(CONTRACT), age(), householder (HOUSEHOLD), and working period(TERM) were followed. The higher the value of marriage (MAR) in the human capital factor, the higher the value of wages compared to long-term skilled workers when re-employed after leaving the labor market temporarily due to marriage, childbirth, and childcare. This paper suggests that it is necessary to support continuous career training and development for women.
