코로나19로 급속화된 디지털 전환, 초연결의 확대, 오프라인 신분증의 불법적 사용, 분실, 위변조, 프라이버시에 대한 이슈 등으로 인해 분산ID 서비스를 포함한 디지털 신원확인 수단의 필요성이 증가하는 추세이다. 분산ID 기술은 디지털 사회에서 정보의 주체가 직접 개인정보를 관리할 수 있으며, 본인의 신분 증명을 제공할 수 있는 블록체인 기술로 주목받고 있다. 전 세계적으로 자기 주권 패러다임과 관련되어 디지털 신원 증명 분야에서도 정보 주체에게 신원에 대한 권한을 되돌려주는 개념의 분산ID 기술이 등장함에 따라 향후 확산과 활용을 위한 준비가 필요한 상황이다. 국내외에서 분산ID 기술을 적용한 사례가 등장하고 있으나, 아직 대규모 상용 서비스보다는 시범사업 수준으로 진행되고 있어 활성화에 대한 로드맵 형성 및 확산 대책에 대한 수립이 필요한 상황이다. 본 연구에서는 분산ID 서비스, 상호접속에 관한 내용을 살펴보고, 향후 분산ID 서비스의 사업 추진 및 활성화에 도움이 될 수 있는 다양한 시사점을 제시하고자 한다.
Abstract
In response to the escalating demand for digital identity verification methods, driven by the rapid digital transformation spurred by the COVID-19 pandemic, increased hyper-connectivity, and concerns related to the misuse of offline ID cards, loss, forgery, alteration, and privacy issues, the spotlight is on Decentralized Identity (DID) services. Functioning as a blockchain technology, DID enables individuals to directly manage personal information and provide identification within the digital sphere. Aligned with the global self-sovereignty paradigm, the emergence of DID technology in the field of digital identity verification reinstates identity rights to the information subject, necessitating proactive preparations for its potential expansion and utilization. While instances of implementing DID technology are emerging worldwide, they currently remain in the realm of pilot projects rather than large-scale commercial services. Consequently, there is a critical need to develop a roadmap for activation and establish comprehensive expansion measures. This study conducts a thorough examination of DID services and their interconnection, presenting diverse implications that can contribute to the advancement and revitalization of decentralized identity services in the foreseeable future.
