본 연구에서는 자살사망률을 중심으로 우리나라 국민정신건강수준의 최근 추이를 살펴보고, 선진국과의 비교를 통해 국민정신건강증진을 위한 정부의 정책적, 재정적 지원 규모가 적절한지를 검토한다. 현재 우리나라의 정신건강증진을 위한 1인당 재정지출 규모는 미국의 약 2% 수준으로 추산된다. 이는 최근 사회적 이슈가 되고 있는 자살사망률 급등과 같은 국민정신건강수준의 급락을 고려할 때, 정신건강증진을 위한 우리나라의 재정지원규모가 선진국에 비해 절대적으로 부족한 실정임을 시사한다. 또한 본 연구에서는 정신건강증진을 위한 보건의료정책과 재정지원의 나아갈 방향을 제시하고자 한다.
Abstract
This study evaluates the level of national health expenditure for improving mental health status in Korea. In terms of per-capita expenditure, the level of Korean investment for mental health is estimated just around 2 percent of US level. Considering the recent sharp rise of suicide rate, this implies that the current public investment level in Korea is too low to enhance the deteriorated national mental health status. This study also makes some suggestions of how to resolve the mental health problem from the aspects of public health policy.
