과학기술분야 연구회 R&D 예산의 현황과 구조 분석: 신제도주의적 접근을 중심으로

정부출연연구기관(이하 출연(연))의 예산구조는 출연(연)의 새로운 역할과 혁신을 위한 기본적인 자원으로 그 효과성과 효율성을 극대화하는 체계에 대한 모색이 끊임없이 이루어져야 한다. 개별 출연(연) R&D 예산수요의 가장 정확한 현실을 반영할 수 있는 것이 연구회의 예산형성과정이며, 연구회 예산형성 시스템을 통해 개별 출연(연)은 한정된 예산을 가지고 경쟁하게 된다. 출연(연)-연구회-정부-국회로 이어지는 일련의 예산형성과정은 상당한 의사결정 및 정보비용이 소요되고, 관련 예산지침과 정부정책, 관련 법령 등의 제도와 법이 이러한 거래비용의 중요한 변수를 차지하게 된다. 이른바 ‘공식적 제도’로서 정부의 제도와 정책방향이 예산배분과 형성에 있어 중요한 역할을 차지하게 되는 것이다. ‘비공식적 제도’로서는 연구과제중심제도(PBS)를 바탕으로 하는 과제수주의 연구 환경과 개별 연구기관이 수행하는 연구특성 및 기관장의 의지 등이 중요한 요소로 작용하게 된다. R&D 예산형성이 정부와 국회, 연구회라는 공식적인 제도적 틀에서 불확실성을 줄이고 예측가능성을 높이는 역할을 하고 있다면, PBS로 대표되는 현재의 연구 환경은 비공식적인 환경과 문화를 형성하고 있다.
Abstract
Research Councils in Korea are public institutions that support, foster and systematically manage Government-funded Research Institutes(GRI) in the filed of national science technology. The structure of GRI’s R&D budget should be effectively designed in consideration of GRI’s new role and its basic resources. The Research Councils have played a very important role in deciding R&D budget. Also, the transaction cost is a important factor in designing R&D budget. The process of making a budget costs a lot considering North’s theory. The two aspects, formal and informal institutions, are main elements in analyzing R&D structure. The competiton-intensified Project Based System(PBS), one of various types of competitive budget system, had been applied for efficient management system and improving R&D performance as a informal institution. The formal institutions such as national finance laws, budget rules and Research Council’s regulations are all forms of restrictions. The informal and formal institutions that form a economy and society are reflected in the transaction cost as a aggregate complex. This trend is also applied for making and deciding a R&D budget in Research Councils.
