Abstract
This study tried to answer the most basic question, ‘what percentage of the population is gifted?’ The research method that this study adopted to answer this question was to conduct the literature review with the focus on the issue of the appearance rate of gifted children. The results can be summarized into two main findings. First, although most researchers or countries touched on the rate of appearance of gifted children between the top 1 % and 10 %, their rates of emergence varied widely and there was no apparent tendency. Second, few researchers have presented theoretical and empirical basis for specific figures presented for the rate of appearance of gifted children. If we expect gifted education to be provided continuously in the field of education, we should be able to present who and how many are gifted students as subjects of education policy. To be able to do so, empirical studies should be conducted on the percentage of those.
