Abstract

[Purpose] This study explores how regional differences in demographic and industrial structures influence social problems and the development of social enterprise service models in Seoul. Social enterprises play a crucial role in addressing employment, welfare, and social integration issues by complementing the limitations of market and government mechanisms. [Methodology] Using a literature-based analytical approach, this study compares five regions of Seoul—Northwest, Southwest, Northeast, Southeast, and Central —focusing on their population characteristics, industrial bases, and corresponding social challenges. [Implications] The findings reveal that Seoul exhibits distinct regional disparities: the Northwest represents youth creative industries, the Southwest multicultural and migrant labor sectors, the Northeast aging communities, the Southeast high-income and professional populations, and the Central area mobile workers. Based on these characteristics, five service models were derived: youth self-reliance, multicultural integration, senior-friendly care and digital inclusion, career and wellness, and mobility-based modular learning. The study highlights that social enterprises should evolve into region-specific social innovation platforms that reflect demographic and industrial diversity to enhance their social impact and sustainability in urban contexts.workers.
