국가연구개발정보 제공에 관한 연구 : 연구수행기관 관점

4차 산업혁명의 핵심자원인 데이터는 기하급수적으로 생산되고 있으며, 맞춤형서비스, AI 강화로 데이터에 대한 관심과 수요도 높다. 17개 부처·청 대표전문기관과 연계하여 각 부처에서 수행하는 국가R&D정보를 수집하여 한 곳에서 관련 정보를 종합적으로 제공하는 국가과학기술지식정보서비스(National Science&Technology Information Service, 이하 NTIS)에서는 공공데이터 활용 제고를 위해 2017년부터 국가연구개발정보 개방을 지속적으로 확대하고 있으며 개방된 데이터를 편리하게 활용할 수 있도록 검색결과 다운로드서비스, 바로분석과 같은 데이터 개방서비스를 제공하고 있다. 본 논문에서는 국가연구개발정보 제공 현황을 살펴보고, 기관중심의 국가R&D정보를 제공하기 위한 데이터 구축방법, 연구역량정보를 효과적으로 제공하기 위한 수행기관서비스 소개와 개선방향을 제안한다.
Abstract
Data, which is the core resource of the 4th industrial revolution, is being produced exponentially, and the interest and demand for data is high through customized services and enhanced AI. Since 2017, the National Science&Technology Information Service (NTIS), which collects national R&D information carried out by each ministry in connection with representative specialized agencies of 17 ministries and agencies has continuously expanded the opening of national R&D information in order to improve the use of public data. Data open services such as search result download service and immediate analysis are provided so that open data can be conveniently used. In this paper, we look at the state of open national R&D information, and propose a data construction method to provide institution-centered national R&D information, and an introduction and improvement directions for performing institutional services to effectively provide research capability information.
