‘판문점 도끼만행 사건’을 통해 본 한미동맹의 안보딜레마와 결속력 변화

초록

동맹이 두 국가 간의 군사적 지원을 약속한 합의(Agreement)라는 점을 고려할 때 동맹에 속해있는 한 국가가 적국과의 군사적 충돌 위기에 직면하거나, 충돌이 발생할 경우 사전 합의에 따라 동맹국을 지원하는 것은 당연한 약속인지도 모른다. 그러나 역사적인 분석을 살펴보면 군사적인 무력 충돌이 발생한 상황에서 동맹이 작동한 경우도 있지만, 그렇지 않은 때도 있다. 본 논문은 한미동맹이 결성된 이후 한반도에서 연합 방어준비태세(DEFCON)를 격상시킬 정도로 심각한 위기상황을 발생시킨 사건인 ‘판문점 도끼만행 사건’이 한미동맹에 어떠한 영향을 미쳤는지를 살펴보았다. 이를 위해 동맹의 안보딜레마와 동맹 결속력이라는 이론적 배경을 바탕으로 한국과 미국의 정책결정자와 여론의 인식이라는 변수를 가지고 비교 분석해 보았다. 결론적으로 양국 모두 판문점에서 발생한 사건을 중대한 위협으로 간주했고 각 국이 처한 입장에 따라 동맹에 대한 시각에 균열이 발생했다는 것을 알 수 있었다. 군사적 충돌 위기와 관련한 사건의 진행과 종결과정을 보면서 한국과 미국은 한미 동맹이 작동하였다는 실질적인 결과를 도출하였다. 그리고 사건의 재발방지를 위한 정책과 전략을 수립하는 과정에서 한미동맹의 결속력 변화를 감지할 수 있었다. 다만 미국의 경우, 동맹국의 군사적 충돌로 인한 강대국 차원의 연루 위험을 느끼고 있었으며, 이에 대한 주변국의 반응과 대응에 대한 체제적 차원의 고심의 흔적이 있었다. 한국의 경우는 미국과 달리 이 사건을 통해서 국내정치적 지지 확보 등을 공고히 하기 위한 발언이 주를 이루었다. 이는 비대칭적인 동맹의 힘의 역학에 따른 산물이며, 이와 같은 위기상황은 일시적으로나마 강대국으로 하여금 동맹의 결속력을 강화시키려는 움직임이 나타났다. 동맹의 공고화 또는 결속력 변화는 동맹의 추이를 살펴봄으로써 좀 더 정확하게 분석할 수 있지만, 본 논문에서 당시 사건의 진행과정상의 정책결정자와 여론의 인식을 살펴봄으로써 동맹변화의 가능성을 가늠해 볼 수 있었다는 장점이 있었다.

Abstract

Considering that an alliance refers to the agreement to provide military support for each other, it is taken for granted that when one allying state faces a situation of threat from an enemy state, the other ally will come to its support. However, according to an historical analysis of alliances, there are times when alliances worked in face of a threat while there are times when it did not. This paper tries to analyze how an incident, thought to be so serious that the DEFCON status was raised, impacted the Korea-US alliance. It utilizes the theoretical framework of “security dilemma and cohesiveness of alliances” through an analysis of the decision-makers and public opinions in Korea and the US. In a nutshell, both the ROK and the US felt that the incident at Panmunjom was that of a serious threat. Depending on the position of each country, there were subtle differences in how their perceptions of the alliance. However, this paper observes that the ROK and the US came to a conclusion that the alliance was working as they handled the situation and drew it to a conclusion, and that the alliance had been strengthened. While the US felt the threat of entrapment as they systematically considered whether they should engage in this situation, the ROK operated as a weak state that was intent on gaining domestic political support. This was an outcome of the power dynamics in an asymmetrical alliance that led to a movement to strengthen the cohesiveness of the alliance in face of an emergency situation. Though it may have been possible to investigate the changes in cohesiveness of the alliance by looking into the fluctuations of the alliance, this paper is significant in that it observes the decision maker’s and public opinion to analyze future changes in the alliance.
