OPEC의 글로벌 석유시장 전략과 코로나바이러스 확산 이후의 대응

초록

본논문은OPEC이글로벌석유시장에서어떻게활동해왔고변화추세에맞추어 어떤 전략을 추진하고있는가에 대하여 다룬다. 이를위해OPEC이글로벌석유시장에개입했던주요사례로1970년대의석유수출통제, 1980 년대의생산량조절,그리고2016년이후지금까지지속되고있는감산합의에 대하여 논의한 후, 변화하는 글로벌 석유시장에 대한 OPEC의 대응전략을4가지로구분하여분석하였다: 1)비전통석유공급확대에대한비OPEC 산유국과의연대, 2)유가변동위험에대한가용정보제공확대, 3)아시아석유소비증가에대응한협력관계강화, 4)기후변화와중장기적석유수요감소에 대한 대응. 마지막으로, 최근 코로나 바이러스 확산에 따른 글로벌석유수요 급감 및 유가 폭락에 대한 OPEC의 대응과 이에 따른 우리나라와OPEC회원국 간의 협력 확대 가능성을 논하였다.

Abstract

This paper studies OPEC’s strategies in response to changes in the oil market trend. We introduce OPEC’s big involvements in the past in the global market and divide their strategies into four types: 1) solidarity with non-OPEC countries to expand non-traditional oil supply, 2) provision of available information on the risk of oil price fluctuations, 3) reinforcement of cooperative relations in response to increasing oil consumption in Asia, 4) response to climate change and reduction in demand for oil in the mid- and long-term. Lastly, we document OPEC’s responses to a sharp drop in global oil demand as a result of the COVID-19 pandemic, and suggest that the pandemic can be used as a chance of strengthening the cooperation between South Korea and OPEC members.
