본 연구의 목적은 국가공무원을 위한 디지털 기반 비대면 교수설계모델을 개발하는데 있다. 이를 위하여 선행연구를 토대로비대면 교수설계 방향을 검토하였고, 비대면 교육 경험이 있는 교수자 및 학습자 총 10명을 대상으로 인터뷰를 진행하여 국가공무원 비대면 교수설계의 성공요인을 파악하였다. 또한 교수설계 모델의 타당도를 확보하기 위하여 교수설계 및 교육운영 전문가를 대상으로 델파이 조사를 진행하였다. 그 결과, 국가공무원을 위한 디지털 기반 교수설계 모델은 학습동기를 강화하고교육효과성을 제고하기 위해서는 학습목표와 내용 설계의 중요성이 반영되었으며, 비대면 교육상황에서 교수자가 구체적이고 명확한 수행활동을 지원할 수 있도록 상세수행방안을 포함하였다. 본 연구를 통해 개발된 교수설계모델은 공공 인적자원개발의 교육품질 제고를 위한 기준으로 확장이 가능하며, 학습자 유형과 특징에 맞게 교수학습가이드로 활용될 수 있다.
Abstract
The purpose of this study is to develop a digital-based non-face-to-face instructional design model for national public servants. For this purpose, we reviewed the direction of non-face-to-face instructional design based on previous research, and interviewed atotal of 10 instructors and learners with experience in non-face-to-face education to identify the success factors of non-face-to-faceinstructional design for government employees. In addition, to ensure the validity of the instructional design model, a Delphi surveywas conducted with experts in instructional design and educational management. As a result, the digital-based instructional designmodel for national public servants reflects the importance of learning objectives and content design to enhance learning motivationand improve educational effectiveness, and includes detailed implementation plans to support specific and clear performance activitiesfor instructors in non-face-to-face education situations. The instructional design model developed through this study can beexpanded as a standard for improving the quality of education in public human resource development, and can be used as a teachingand learning guide according to learner types and characteristics.
