신중년의 컨설턴트 일자리 사업 참여 경험을 통해 본 정책적 시사점

최근 노동시장에 주된 일자리에서 퇴직한 신중년 전문인력이 늘고 있다. 주된 일자리에서 퇴직하고 재취업 일자리 등에 종사하며 노후를 준비하는 5060세대인 신중년은 베이비붐 세대가 다수 포함되어 있으며, 2027년까지 계속해서 증가할 전망이다. 이들은 대졸 학력의 고학력 인적자원으로 퇴직 이후 이들의 경력과 전문성을 활용한 일자리 사업의 확충이 요구된다. 그러나 조기퇴직 등으로 저활용되는 신중년 전문인력이 여전히 많으며, 이들의 전문 경험･경력･기술 등을 활용할 수 있는 경력형 컨설턴트 일자리 사업의 활성화가 필요하다. 따라서 본 연구는 신중년 컨설턴트 일자리 사업 참여자들을 대상으로 그들의 사업 참여 경험과 의미를 분석하고 정책적 시사점을 도출했다. 이를 위해, 전문기술인력활용 컨설턴트 사업 참여자 3명, 기술·경영 컨설턴트 사업 참여자 4명, 수출 컨설턴트 사업 참여자 5명을 대상으로 표적집단면접법(FGI)을 통해 자료를 수집하고 분석했다. 연구 결과 신중년 컨설턴트 일자리 사업은 신중년의 경제적 욕구와 경제활동 목적 및 동기 등을 충족하는 사업으로 의의를 가지며, 신중년 전문경력을 활용한 중소기업 기술 애로 해소라는 사업의 목적성에 대한 높은 공감대로 실효성 등 효과성이 우수한 것으로 나타났다. 이를 바탕으로 향후 신중년 컨설턴트 일자리 사업 개발 또는 경력활용형 일자리 지원사업의 발전 방안을 모색하였다.
Abstract
In Korea, the number of middle-aged professionals retiring from their primary careers has been steadily increasing within the labor market. This demographic, often referred to as the "5060 generation," comprises individuals, including many baby boomers, who have transitioned from their main careers and are preparing for retirement through re-employment opportunities. The size of this group is projected to grow until 2027. Despite their status as highly educated human resources with college degrees, policies to effectively leverage their expertise and career experiences remain insufficient. Many middle-aged professionals are underutilized due to early retirement, underscoring the need for targeted policies, such as consulting-oriented job creation programs, that capitalize on their professional skills and experience. This study utilized focus group interviews with participants in a middle-aged consultant job creation program to explore their experiences, perceptions, and implications for policy development. Based on these findings, the study provides recommendations for advancing career-oriented job creation policies that enhance the significance, effectiveness, and efficiency of initiatives aimed at the middle-aged demographic.
