이 글은 1928년 독일노동조합총동맹(ADGB)에서 출간한 Wirtschaftsdemokratie: Ihr Wesen, Weg, und Ziel를 분석함으로써 경제민주주의의 이론적 기원 및 역사적 맥락을 검토한다. 특히 경제민주주의는 첫째, 작업장 수준에서의 민주적인 노동-자본 관계, 둘째, 내부에 자본주의적 노동-자본관계를 벗어나는 경영체의 출현 및 그에 따른 경제 조직체들 사이의 비시장적 관계의 발전, 셋째, 국가기구에 의한 경제정책이라는 다양한 수준에서 정의되는 개념임을 살펴본다.
Abstract
This paper introduces Wirtschaftsdemokratie: Ihr Wesen, Weg, und Ziel published by ADGB in 1928. By examining the theoretical origin and historical context of economic democracy, we can get some implications for the discussion of economic democracy in Korea. In particular, it is emphasized that economic democracy is defined at various levels; first, democratic labor-capital relations at the level of the workplace, second, the emergence of a management body that goes beyond capitalist labor-capital relations and thereby the development of non-market relations between economic organizations, third, the economic policy led by state apparatus.
