교사양성교육의 (슬픈) 역사 재조명: 미국과 한국 교사양성기관의 제도적 변천 과정과 그 시사점을 중심으로

본 논문의 목적은 미국과 한국의 교사교육 제도적 변천 과정을 초등교원양성에 주목하여 재조명하고 이러한 분석을 토대로 교사양성체제 개선을 위한 바람직한 시사점을 탐색하는 것이다. 이를 위해 본 논문에서는 역사사회학적, 사회사적 분석틀에 착안, 선택적 문헌 분석 기법을 적용하여 미국과 한국의 교사교육의 제도적 변천 과정을 추적하고 이를 Labaree(2020)의 ‘원칙에 입각한 양가성’을 견지하여 대비, 분석하였다. 연구 결과, 미국의 사범학교→교육대학→종합대학교로 대표되는 교사교육의 제도적 변천 과정은 비가역적이고 필연적인 진화 과정이라는 통념과는 달리 오히려 역사적인 우연에 더 가까웠다는 점, 그리고 이러한 변화과정을 통해 비록 교사교육기관의 제도적 지위는 상승(upgrading)했으나 교사양성과 교직은 주변화되었고 약화(downgrading)되었다는 점을 밝혔다. 한편, 표면적으로 우리도 미국과 유사하게 사범학교→교육대학(2년제)→교육대학교(4년제)으로의 선형적 진화 양상을 보이지만, 이는 교사교육의 전문화를 위한 체계적 노력의 결과였다기보다는 단기간에 압축적으로 추진된 임시적이고 급진적인 제도적 변위, 치환에 가까운 과정이었다. 또한 미국과는 달리 목적형 체제로 유지되어 종합대와의 ‘불편한 동거’로 인한 대학 내부에서의 교사교육의 주변화 경향은 우회할 수 있었으나, 사범학교, 2년제 교육대의 경로의존적 관성과 만성적인 유산을 효과적으로 단절하는 데에는 한계가 있었다는 점을 주장하였다. 본 논문은 교사교육의 제도적 변천과정을 비가역적, 필연적 진화로 환원하려는 진부하고 편향된 관점에서 탈피하여 보다 균형있고 총체적인 이해를 제공할 수 있을 것이다. 이러한 분석을 통해 종합대로의 통합 위주 초등교원양성체제 개편 시도 속에 은폐된 정책 담론의 균열과 창조적 해체를 통해 개혁의 성급한 추진을 교란하여 보다 나은 정책 대안 마련을 위한 논의의 활성화에 기여할 수 있을 것이다.
Abstract
In this interpretative essay, the author argues for a reconceptualization of the history of teacher preparation focusing on elementary school teaching. Drawing on historical-sociological analysis on teacher preparation in the U.S. and S. Korea, the author reveals that the historial reality of teacher preparation is more complex and ambiguous rather than a sort of linear evolutionary development, which is irreversible march of progress towards professionalization. The author’s thesis is that researchers need to effectively disrupt the often ahistorical and uncritical ways the reformers often frame present-day challenges and problems within teacher education by engaging in historical methods and analysis in ways that better ground and contextualize them.
