본 연구는 LLM 시장 참여자간의 주도권 경쟁이 미래 AI 시장 구조에 미치는 영향을 시나리오 플래닝을 통해 탐색하였다. LLM은 방대한 데이터 학습을 기반으로 인간의 직관에 비견되는 속도로 높은 수준의 결과물을 내어놓았다. 이러한 LLM의 높은 잠재력과 시장 기대로 인해, 일부 부작용이 노출되었음에도 불구하고 이를 보완 기술이 등장하며 빠르게 AI 생태계를 형성해가고 있음을 목도하고 있다. 하지만 LLM 모델 자체 개발에 드는 막대한 비용과 고급 GPU의 공급 한계로 인하여 모델 개발사는 자본력을 가진 일부 기술 선도 회사에 한정되는 특징을 가진다. 이러한 기술적 특수성과 주요 사업자가 보유한 자원, Infra 조건, 환경적 요인에 기반한 시나리오 분석을 통해 미래의 LLM을 둘러싼 경쟁이 AI시장의 경쟁 구도에 어떤 영향을 미칠 것인가에 대한 예측가능한 미래상을 구성해보았다. 시나리오에 영향을 미치는 주요 변수를 식별하고, 사업자별 기술개발 방향성과 경쟁에 영향을 미치는 Infra 및 환경 요소를 확인하기 위해서 국내외 전문가와 인터뷰를 진행하였다. 현재 가장 많은 전문가와 투자자들이 지지하는 Base Scenario가 영향력이 높은 7개의 변수로 분화될 경우 도달 가능한 최종 시나리오들에서 AI 시대에 필요한 정책 측면의 기회와 위협을 논의한다.
Abstract
This paper explores the impact of competitive dynamics among LLM market participants on the future structure of the AI market through scenario planning. LLMs produce high-quality outputs at speeds comparable to human intuition based on extensive data learning. Despite some revealed side effects due to the high potential and market expectations of LLMs, we are witnessing the emergence of complementary technologies that rapidly shape the AI ecosystem. However, the substantial costs associated with developing LLM models and the limitations in the supply of advanced GPUs restrict model developers to a few capital-rich leading technology companies. By analyzing scenarios based on these technical peculiarities, the resources held by key players, infrastructure conditions, and environmental factors, we have constructed a predictable future regarding how competition surrounding LLMs will affect the competitive landscape of the AI market. To identify key variables influencing the scenarios and to understand the technology development directions and infrastructure and environmental factors affecting competition, interviews with domestic and international experts were conducted. The Base Scenario, which is supported by the majority of experts and investors, discusses opportunities and threats in policy aspects from potential final scenarios that can be reached when it is differentiated by the seven influential variables.
