Abstract

This study examines the structural changes and challenges facing the Korean card industry amid digital transformation and proposes sustainable strategies. Digital technologies—such as mobile payments, a variety of post-payment options, and transactions extending beyond traditional merchants—are driving rapid industry shifts. The rise of the MZ generation and advances in contactless payments are accelerating the retail O2O transformation and changes in consumer behavior. Visa’s “New Flows”—including peer-to-peer (P2P), business-to-business (B2B), government-to-consumer (G2C), and other payment types—are emerging as key growth drivers for the card industry. Mobile payments, with mobile wallets in particular, are central to this transformation. The current Act on the Regulation of Credit Specialized Financial Business in Korea defines credit cards strictly as physical instruments, which has led to regulatory gaps regarding token-based non-physical payment instruments and insufficient coverage of payments and fund transfers beyond traditional merchant networks. Based on this analysis, the study presents the following implications. First, the Korean card industry should be comprehensively and proactively redefined to include tokenized, non-physical payment instruments and an expanded scope of credit card transactions. Second, as mobile wallets evolve into “Super Apps” that integrate daily services, card firms must enhance contactless infrastructure, strengthen retail O2O linkages, and expand the scope of their business operations within new flows. Third, successful adoption of mobile wallets requires user-friendly UI/UX design, accessibility for marginalized groups, widespread use of NFC and QR code technologies, support for merchants’ O2O transitions, and the establishment of strong public–private cooperation. These strategies are essential for sustainable growth in the digital era.
