본 연구는 우리나라 소방공무원의 근무환경(보건안전)의 특수성을 알아보고, 선진국(미국, 영국, 일본)의 보건안전관리 법령 및 제도분석을 통하여 소방공무원의 보건안전관리 제도개선과 발전방향을 모색하는 연구이다. 화재진압 활동은 종류 및 양상에 따라 다르지만 화재발생에 따른 일산화탄소, 포스겐 등의 유독가스에 노출될 위험성과 진압활동 중 사망, 부상의 위험, 예상치 못한 폭발로 인한 안전사고 등 생명의 위험부담을 가진 현장 활동이다. 소방공무원들의 조직구성원들이 겪는 스트레스의 수준이 견딜만한 정도이거나 단기간에 그칠 경우 그 수준이 높아지고 만성화될 경우 그로 인한 부작용으로 암, 당뇨병, 고혈압 등 각종 질병과 흡연, 음주, 알코올, 자살 등 좋지 않은 형태로 유발된다. 보다 안전하고 사명감이 생길 수 있도록 소방공무원들에 대한 정책과 환경을 제안하고 차기연구에 더 발전 하도록 제공하고자 한다.
Abstract
The objective of this research is to find ways to improve health and safety systems for firefighters through examining the distinctiveness of firefighters' work environment in South Korea and analyzing health and safety policies in several developed countries such as United States, England, and Japan. Firefighting is a dangerous field-based activity that includes risk of exposure to poisonous gas and severe injuries, which could be life-threatening. When the stress level of become high and chronic, firefighters could develop side effects such as cancer, diabetes, high blood pressure, and mental breakdown that tend to lead to alcoholic addition, heavy smoking, and even suicide. Thus, this research suggests new policies to build up safer environments where firefighters can develop a high sense of duty, along with the direction for further research.
