지진 매뉴얼의 현황파악 및 개선방안에 대한 제언

지진은 우리나라에서도 지속적으로 발생하고 있다. 2016년 9월 12일에 발생한 경주지진 이후 지진재난에 대한 인식이 달라지고 있는 상황이나, 현재 국민안전처의 지진관련 전문인력이 부족한 실정이며, 지진 위기관리 매뉴얼의 현장 작동성 문제가 대두 되고 있다. 재난에 대한 매뉴얼 작성은 「재난 및 안전관리 기본법」에 의해서 재난유형에 따라 작성하도록 되어있으며, 지진 매뉴얼 또한 위기관리 표준매뉴얼, 위기대응 실무 매뉴얼, 현장조치 행동매뉴얼로 작성하도록 되어있다. 본 연구에서는 지진 방재대책의 하나로 지진 국민행동요령의 현황 및 해외 국민행동요령을 비교 분석하였다. 해외 지진 국민행동요령과 국내 국민행동요령을 비교하였을 때, 우리나라의 국민행동요령의 홍보상태가 잘 이루어지지 않고 있고, 자국민뿐만 아니라 외국인에 대한 번역본을 제공하고 있으나, 우리나라의 경우 그렇지 않은 것으로 나타났다. 지속적인 지진 행동요령에 대한 홍보와 지진위기관리 매뉴얼의 개선이 필요할 것이라 판단된다.
Abstract
Although earthquakes occur constantly in South Korea, there is a shortage of human resources for responding to earthquakes in the Ministry of Public Safety and Security (MPSS). Despite the growing seriousness of earthquake risks, the risk management manuals of earthquake have failed to function effectively in most disaster scenes. The development of disaster management manuals should be based on the Framework Act on the Management of Disaster Safety for each type of disasters, and the risk management manuals of earthquake should be developed respectively as a standard manual. We found the fact that no translation of the manuals was offered to foreigners and publicity activities for improving public safety and responsiveness were insufficient during earthquakes in Korea. In this regard, it is concluded that earthquake manuals should be further improved and behavioral know-hows should continue to be publicized.
