본 연구에서는 급속하게 변화하는 도시지역에서 도시정부가 재난에 적절히 대응하고 있는지와, 우리가 생각하는 도시의 일반적인 변화 요인이 실제로 도시의 재난관리 및 재난의 현상에 어떠한 영향을 미치고 있는가에 대한 의문의 답을 찾고자 하였다. 이에 연구목적은 도시정부의 위기관리에 영향을 미치는 주요 요인을 실증적으로 파악하여 미래의 전략방향 제시하는 것이다. 실증분석은 7개 광역자치단체 69개구를 대상으로 하였으며, 통계적 검증은 다변량 분산분석(MANOVA)을 활용하였다. 연구의 분석결과 도시정부에서 추진하여야 할 위기관리전략의 방향은 첫째, 인구규모가 큰 도시는 시민의 건강위험관리를 위한 전략 구축, 둘째, 도시의 주거 밀집지역, 상공업지역 등 시가화 된 지역에는 자연재해 예방전략 수립, 셋째, 도시의 교통문제는 건강과 환경 등과 연계한 통합적인 관리체계 구축, 넷째, 고령화된 도시지역에서는 노인대상 생활안전관리와 노인경제인구의 위기관리 인력으로의 활용 정책 등을 상위 우선순위전략에 포함, 다섯째, 저소득층 등 경제적 취약계층의 비중이 높은 도시지역에서는 자연재난 피해감소를 위한 지원체계 마련, 여섯째, 도시지역에서는 재난관리의 피해 및 규모가 가중적으로 증가되므로, 인력의 배치에 있어서 지역적인 안배가 아닌 차별적인 조정전략 실행, 일곱째, 도시정부의 예산투입은 1차적 자연재해 피해예방에서 시작하여 타 부분의 기반으로서의 역할 강화, 여덟째, 도시의 삶과 위기관리가 맥락을 같이 하여 발전하는 문화적 변화전략 수립, 마지막으로, 도시 위기관리 관련 교육은 시민 및 수요자 중심적 사고로 접근 등이다.
Abstract
This study attempts to provide the strategic directions of urban crisis management policy relating the urban disasters and urban environmental changes. The result was analysed through multivariate analysis of variance(MANOVA) methods. Results are as follow. First, big cities( higher population density) need the health crisis management strategies for the citizens. Second, urban districts(mass residential area, industrial area, business area) should be prepared the prevention strategies for the natural disaster. Third, urban traffic problems need integrated management system linked with health and environment in urban area. Fourth, aging area's strategies must include the life safety management plan. Fifth, urban weakness areas living low income brackets must possess supporting system for the decrease of natural disaster damages. Sixth, urban government should be cautious in allocation of human resources. Seventh, budgetary allocations of urban government have to input in natural disaster prevention. Eighth and the last, urban government must be endowed cultural change strategies and customer(citizens)-based thinking in every policy process.
